Codes 252.209-7991 52.212-3 PWS COMBINED SYNOPIS/SOLICITATION This is a combined synopsis/solicitation, which is expected to result in the award of a Blanket Purchasing Agreement (BPA), as described under the requirements section of this synopsis/solicitation or accompanying Requirement Document (PWS) dated 01 Feb 2017 attached. This synopsis/solicitation is prepared in accordance with the format with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, Acquisition of Commercial Items, FAR Subpart 13.3 and as supplemented with additional information included in this solicitation. The Government reserves the right to award without discussions or make no award at all depending upon the quality and price reasonableness of offers received. This is a Request for Quote (RFQ) and incorporates FAR provisions and clauses in effect through Federal Acquisition Circular (FAC) 2004-95 and 2005-95, Effective 19 Jan 2017 ; Defense Federal Acquisition Regulation Supplement (DFARS) Publication Notice (DPN) 20161222, Effective 22 Dec 2016 ; and Air Force Federal Acquisition Regulation Supplement (AFFARS) Air Force Acquisition Circular (AFAC) 2017-0127, effective 27 Jun 2017. NAICS Code: 541380, Testing Laboratories, and the associated business size standard is: $15,000,000. This requirement is for Analytical Services (OEA) provides occupational and environmental program support to Air Force Major Commands (MAJCOMs), as specified in the attached Requirements document (PWS). See attached document titled: "Performance Work Statement (PWS)" for specifications. Period of Performance: contract award through 3 years Delivery Destination: 711 th HPW/OML 2510 Fifth Street Bldg. 20840, Area B Wright Patterson AFB, OH 45433 FOB: Destination (As defined in FAR 2.101-Definitions, the seller or consignor is responsible for the cost of shipping and risk of loss.) (Jan 2001) INSPECTION AND ACCEPTANCE: Both inspection and acceptance will be by the Government at Destination. The entire proposal must be contained in a single email, unless otherwise approved, and not exceed five (5) megabytes including attachments. E-mails with compressed files will not be accepted. Note that email filters at Wright-Patterson Air Force Base are designed to filter emails without subject lines or with suspicious subject lines or contents (ie..exe or.zip files). Therefore, if the specified subject line is not included, the email may not get through the email filters. Also be advised that.zip or.exe files are not allowable attachments and may be deleted by the email filters at Wright-Patterson.
