Both the RRC services for in-house RRC beds and the Home Confinement services for home confinement placements shall be in accordance with the Federal Bureau of Prisons Statement of Work (SOW) entitled, "Residential Reentry Center, October 2016 (Corrected)" (see attached). Home Confinement services (for home confinement placements) are specifically defined in chapter 10, Programs, of the aforementioned SOW. Additional requirements for these services are referenced throughout the SOW as well. This will be a Firm-Fixed Price contract for services with a one-year base period, and four one-year options periods. The Bureau requires 65 RRC beds and 33 spaces for home confinement. The Bureau will entertain any and all offers proposing a minimum of 65 RRC beds. All proposals must provide for home confinement placements in the amount of 50% of the proposed residential beds. Offers proposing less than 65 RRC beds and/or less than the corresponding home confinement placements will not be considered. It is the intent of the Government to award both line items (RRC in-house beds and home confinement placements) to a single provider, as these services are interconnected and rely upon each other to ensure adequate programming and case management of offenders.
