Description
Draft OEI-OEA Performance Work Statement This is a SOURCES SOUGHT notice. The government intends to issue two sources sought notices for this requirement. This is notice one (1) of two (2). The Government is seeking to identify qualified small and large business sources under the anticipated North American Industry Classification System (NAICS) 541330, Engineering Services. Contractors are encouraged to answer question number five of the capabilities questionnaire and provide a recommendation for the NAICS code. This notice is for market research purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP) nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government does not intend to rank submittals or provide any reply to interested companies and responses will not be returned. The U.S. Army Engineering and Support Center in Huntsville, Alabama (CEHNC) intends to solicit and award a contract for engineering support services for non-personnel services to provide a broad range of management, policy and technical resources to Army Office of Energy Initiatives (OEI), Air Force Office of Energy Assurance (OEA), and Office of the Assistant Secretary of the Army for Installations, Energy and Environment (ASA (IE&E)). Work requirements will be defined in a Performance Work Statements (PWS) under a basic contract. The requirement is estimated to be $48M. The estimated period of performance will be for one (1) 12 month base year and four (4) 12 month option years for a total of five (5) years. The Government intends to procure this as a full and open acquisition. As a result, the Government will determine the capability of potential large and small business sources and the availability of commercial sources and services pursuant to FAR Part 10. PROJECT INFORMATION: The Army Office of Energy Initiatives (OEI) and Air Force Office of Energy Assurance (OEA) are the central management offices for the business case development and execution of large-scale renewable energy (RE) projects constructed through private capital investment. OEI is the Army proponent for renewal and alternative energy projects, generating at least 10 megawatts (MW) AC and works closely with installations to support less than 10 MW opportunities that holistically serve to enhance installation energy security and resiliency against a growing number of threats. OEI is also the Army proponent for large-scale (>10 MW) combined heat & power (CHP) generation. OEA is the Air Force counterpart to the Army OEI, with similar DoD and Congressional commitments, mandates, goals and authorities. OEA serves as the central management office, or "storefront," for energy security and resiliency projects across the Air Force enterprise. Focused on holistic energy security and resiliency solutions, works in partnership with Air Force installations to understand mission requirements and deliver creative security and resiliency solutions that mitigate 21st century threats to the grid. This requirement will provide expertise and experience necessary for creating an effective cadre of program management and support personnel to assist OEI and OEA. Program support requires in-depth technical, engineering, utility, regulatory, Federal and local policy, and business and finance subject matter expertise related to large-scale Renewable Energy (RE) energy projects. It also requires in-depth knowledge of Army organizational relationships, installation operations, policy, acquisition, procurement, environmental laws and regulations, and approval procedures related specifically to DoD execution of large-scale energy projects. The attached DRAFT PWS provides a general scope of this requirement. Interested vendors who meet the capability requirements identified in this notice are requested to respond, in the form of a capability statement, to this sources sought notice. All such responses will be considered by the agency. SUBMISSION FORMAT: The Firms submissions should be Times New Roman, font size 12 and should not exceed 15 one-sided, 8 ½" X 11" pages. The submission will address all questions in the Capabilities Questionnaire and your ability to perform the services stated in the Project Information section of this sources sought. NO HARDCOPY OR FACSIMILE SUBMISSIONS WILL BE ACCEPTED. Cover letters and extraneous materials (brochures, etc.) will not be considered. Computer files must be compatible with Microsoft Word 2017. Central Time, Thursday, April 6, 2017. SUBMISSION REQUIREMENTS: Interested firms must provide a brief capability narrative indicating your firms experience and qualifications with similar type services, which furnishes information describing relevant demonstrated experience and qualifications. Firms shall answer all questions listed on the capabilities questionnaire. The firm shall confine submissions to essential matters, sufficient to define the proposal and provide adequate basis for evaluation. Firms are responsible for including sufficient details, in a concise manner, to permit a complete and accurate evaluation of each proposal. Proprietary information shall be clearly marked. The technical capabilities shall clearly delineate the division of performance between the prime contractor and any subcontractor(s), if applicable. The Firm shall describe its relevant experience in providing services of similar scope and complexity to the following criteria (a - j), performed with the Government in the last five years by providing the following information: i. Contract number of contract of similar scope and complexity; ii. Duration of completed services - time taken to complete; and, iii. Dollar value and type of contract. a. Experience developing and staffing a team to provide support for a large government agency located in the Washington, DC, area; b. Experience creating project schedules, quality control plans, safety plans, and methods used to control costs (i.e., software, processes, internal controls, etc.); c. Experience performing site investigations, surveys, and assessments to assist with the identification and development of large-scale renewable energy and energy security and resiliency project opportunities, and then developing those opportunities into potential energy security and resiliency projects; d. Experience assisting with project scope development, drafting memorandums of understanding, and preparing decision briefs for large-scale renewable energy and energy security/resiliency projects, to include providing technical support, financial analysis, and subject-matter expertise for refining conceptual opportunities into actual project opportunities; e. Experience drafting, editing, and coordinating information papers, speeches, news articles, and presentations for communication coordination, public relations and marketing support, and events, online and social media outreach; f. Experience collaborating and interacting with Federal, State, and Local government agencies and private industry, to explore energy solutions; g. Experience providing technical expertise to Government decision makers for energy program requirements, interpretation, and developing program policy and guidance; h. Experience conducting engineering studies to determine capabilities of existing equipment, utility services, and energy-related systems and maximize utility efficiency and minimize overall cost by calculating statistical averages, cumulative and rolling averages, statistical trends, rates of change, percentages, etc.; i. Experience evaluating and coordinating the development and acquisition of a wide variety of energy conservation projects, including photovoltaic, concentrated solar, wind, biomass, and geothermal; j. Experience creating project schedules, quality control plans, safety plans, and methods used to control costs (i.e., software, processes, internal controls, etc.); and, k. Experience developing and staffing a team to provide support for a large government agency located in the Washington, DC area.   CAPABILITIES QUESTIONNAIRE 1. What is your Firm's name?
