- Synopsis: 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 811219, which has a corresponding Size standard of $20.5M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. This announcement is an expression of interest and does not commit the Government to pay for proposal preparation costs. 2. Program Details: The US Air Force (USAF) is seeking potential contractors to become an approved source for repair and parts service for the Air Force Vallon Minehound Mine Detector, and to gain knowledge of the interests, capabilities, and qualification of vendors who can successfully support this requirement. The Government is in need of information on potential sources that can perform repairs and refurbishments of Government-owned equipment from commercial vendors that manufacture Vallon Minehound Mine Detectors. Prospective sources must demonstrate that they possess the experience and capability to inspect, evaluate, clean, repair, test, troubleshoot, and provide parts for the mine detector and return it to the Government inventory in serviceable condition (meets or exceeds manufacturer specification). Potential contractors must also provide help desk technical support. The Government does not own or have access to the technical data package for the repair and/or overhaul of the mine detector. The current manufacturer is considered a small business. The anticipated requirement for repair and replacement is for approximately 10 units annually. Please note these numbers are estimates and in no way obligate the US Government. The Government has not formalized an acquisition strategy. There is no solicitation and there is no other information available at this time. Only responses to this sources will be accepted. Questions regarding the scope of work or acquisition strategy will not be accepted. Interested offerors should respond to this synopsis within 15 days following the publication of this notice. Responses must clearly demonstrate the qualifications, capability and expertise of the vendor. Responses to this notice will be used as part of the market research that will be used to develop the acquisition strategy to satisfy this potential requirement. This sources sought is directed only to those vendors who believe that they would be capable of supporting this potential requirement as a prime contractor. Any information submitted by respondents to this notice is strictly voluntary. Also, in order to protect the procurement integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made.
