- (U) 1.0 DESCRIPTION & PURPOSE (U)1.1 The National Geospatial-Intelligence Agency (NGA) in support of the NGA Information Exchange and Dissemination Branch is seeking information on how an interested contractor could provide continued maintenance and sustainment of a store-and-forward organizational record message switch application capable and approved to operate across multiple security domains and support various interface protocols providing information exchange services through organizational messaging. (U)1.2 The purpose of this Request for Information (RFI) is to identify potential sources that possess the requisite skills that would meet NGA's requirement. (U)1.3 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, NGA is not at this time seeking proposals and will not accept unsolicited proposals. Brochures, pamphlets, and company advertising materials will not be considered. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. (U) 2.0 BACKGROUND (U) The Replacement External Messaging Handler (REMH) application is used to facilitate information exchange of official information in the form of legacy and migration organizational record messages which is critical in support of NGA's mission. The REMH was based on the Communications Support Processor (CSP), developed under the Air Force Intelligence Data Handling System (IDHS) effort from 1976. The Air Force Research Lab (AFRL) further developed this government-off-the-shelf (GOTS) message switch system that has been used throughout the military intelligence community and other intelligence organizations ever since. In 1993, the CSP source code (written mostly in Ada with a few other programming languages) was turned over to NGA by the AFRL to allow development of a message switch supporting NGA-specific requirements. This message switch, based on the CSP, became NGA's REMH application. (U) The REMH v5.7 application is an operational system with clearly defined operating parameters supporting existing operational requirements. NGA's responsibility is to ensure the REMH application remains available 24-hours a day and 365 days a year. Ensuring vendors have experience with all interfaces and protocols (as it relates to organizational messaging) to support connectivity to mission systems and applications across the security domains is paramount to continued operations of the REMH application.
