- Small Business Sources Sought: This is a sources sought announcement seeking Small Business responses in order to determine Small Business participation in this acquisition. This Sources Sought Notice does not constitute a solicitation and is not to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice. The U.S. Department of Transportation (DOT) Volpe National Transportation Systems Center (Volpe Center) is seeking U.S Small Businesses for providing Comprehensive Information, Medical and Security Assistance Support and, if necessary, evacuation services, for its Federal Government employees traveling abroad. The Volpe Center occasionally sends employees to all regions of the world. There are approximately 75 international trips annually. The Volpe Center seeks services that provide support to these travelers while in a travel status abroad. The services must require minimal enrollment, eligibility verification and service maintenance by the Volpe Center travelers, and any call for service initiated by the traveler must be receive immediate response and action by the contractor. Services shall include 24/7 traveler emergency response for issues including, but not limited to: • Worldwide and country/region specific knowledge of emergency services available to travelers • Providing real time notices to employees traveling abroad regarding emerging and ongoing emergency situations in their region • Referral services to medical facilities, local police, and US embassies. • Coordination of emergency services between the traveler and the required servicing agency in the foreign country, including emergency coordination with US and foreign Embassies and Governments. • Emergency evacuation if/as required. • Other emergency services that may be situational dependent. • All information necessary for travelers abroad shall be disseminated through a website. The North American Industry Classification system (NAICS) code for these service are 624230, and the size standard is $32.5 million annually. Your response shall include the following information: staff size of company, socio-economic business category (i.e., 8(a), HubZone, WOSB, EDWOSB, Small Disadvantaged Business, Service Disabled Veteran Owned Small Business, etc.), revenue for the last three years, relevant past performance on same/similar work for not more than three years and a detailed statement of your company's capability to do this type of work. Documentation of technical expertise and capability must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. It is imperative that business concerns responding to this sources sought articulate their capabilities clearly and adequately.
