- Supreme Headquarters Allied Powers Europe (SHAPE) intends to issue an Invitation for International Bidding (IFIB) for the provision of electrical works services to SHAPE compound facilities. Potential U.S. prime contractors must 1) maintain a professionally active facility (office, factory, laboratory, etc.) within the United States, 2) be approved for participation in NATO International Competitive Bidding (ICB), (3) possess a Facility Security Clearance at the SECRET level, 4) be nominated to the bidders list by the U.S. Government, and (5) have performed at least three contracts within the last five years substantially similar in scope and magnitude to the requirement described in the solicitation. The contractor may be required to execute works within NATO restricted areas. To that extent, key contractor personnel must possess a security clearance at the SECRET level. The contractor is responsible for ensuring that the Defense Security Services forwards to the NATO contracting entity the required NATO security clearance certifications. The reference for the IFIB is IFIB-ACO-SH-17-04 and all correspondence regarding the IFIB should include that reference. This is an Indefinite Delivery, Requirements type contract. The award will be based on best value criteria. SHAPE will directly e-mail the IFIB to all firms on its bidders list and will post the tender documents on the following website: http://www.aco.nato.int/page136374522.aspx REQUIREMENT The requirement is for the design and execution of electrical works for SHAPE compound facilities. The contractor must be able to maintain, repair, and replace high tension and low tension distribution systems and interior electrical distribution systems; fire, gas, intrusion, and technical alarm systems; and signal and communication cables (telephone, fiber optics, and networking). BECOMING ELIGIBLE TO BID NATO ICB requires that the U.S. Government nominate potential U.S. prime contractors to the bidders list. Before the U.S. Government can nominate a U.S. prime contractor to the bidder list for this procurement, the U.S. firm must be approved for participation in NATO ICB. U.S. firms are approved for NATO ICB on a facility-by-facility basis. The U.S. NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. U.S. firms can download a copy of the U.S. NATO ICB application from the following website: http://www.bis.doc.gov/index.php/other-areas/strategic-industries-and-economic-security-sies/nato-related-business-opportunities The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/FAX/email of your company's point of contact for the IFIB After approval of your one-time NATO ICB application, the Department of Commerce will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. A DOE is used to nominate an approved firm to the bidders list for a particular NATO ICB project. IMPORTANT DATES U.S. firms should request a DOE (and, for U.S. firms new to NATO ICB, submit the one-time NATO ICB application): 28 March 2017 IFIB release (planned): June 2017 Bid closing (planned): August 2017 Period of Performance: One base year (2018) + 4 (four) one-year options
