Description
Amendment 2: The Government contemplates award of a single Firm Fixed Price (FFP) contract resulting from this solicitation. Proposal Due Date: All proposals are due not later than March 16, 2017 by 5:00 p.m. (Local Time) Reference: W91QV1-16-R-0117 to: diandra.j.green.civ@mail.mil and Sherry Carner at sherry.l.carner2.civ@mail.mil, and Akefeh Lambert at akefeh.f.lambert.civ@mail.mil. Proposals shall be submitted by email. Offerors are expected to examine this entire solicitation document. Failure to do so will be at the Offeror's own risk. If Offerors have questions, they are requested to submit them no later than February 19, 2017. The point of contact responsible for supplying additional information and answering all inquiries is the Contracting Division Chief, Akefeh Lambert at akefeh.f.lambert.civ@mail.mil; Contracting Officer, Sherry Carner at sherry.l.carner2.civ@mail.mil, and the Contract Specialist Ms. Diandra Green: diandra.j.green.civ@mail.mil. No phone calls shall be accepted. Proposal Submittal. The offeror shall submit a complete proposal. The proposal shall consist of the following: 1. Signed and completed SF 1449 cover page including Blocks 17a (including telephone Number), 30a, 30b, and 30c. 2. Price - A completed Excel spreadsheet price model which is an attachment to the solicitation. 3. Completed FAR 52.212‐3 Representations & Certifications or System for Award Management (SAM) Registration pursuant to FAR 52.204-7. The Offeror shall be registered in SAM prior to contract award. 4. Acknowledgement of receipt of all amendments by signing, dating and submitting all amendments. Price Model Excel Spreadsheet Instructions. The Offeror shall input the unit price for all items listed in the base period and all items listed in each option period in the Excel spreadsheet price model. The Offeror shall submit the unit price rounded to the nearest cent. If a unit price is left blank the Government will evaluate the unit price to be zero dollars and zero cents proposed by the Offeror. The Excel spreadsheet will automatically calculate the total price for each item and the CLIN price. The Offeror shall not adjust or attempt to adjust any of the cells in the Excel spreadsheet price model. The total price cells and the CLIN price cells in the Excel spreadsheet price model are "locked" and cannot be adjusted by the Offeror. The Government will award one contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is the lowest price. Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. The proposals shall be evaluated for Price only. Notice. The Mission and Installation Contracting Command (MICC) Fort Belvoir, Virginia, intends to issue a solicitation to provide for the ordering an supply of chemicals to the Boiler Plant, Incinerator Plant, Power Plants, Cooling Towers, Water Treatment Plant, Pools & Steam Sterilization Plant in an expedient, stabilized, steadfast fashion ensuring chemicals are always in supply and available to carry out the daily missions as specified in the SOW for the Directorate of Public Works (DPW), Garrison Fort Detrick, MD. The government intends to award a Firm Fixed Price contract for this requirement. The anticipated period of performance for this acquisition is 28 March 2017 through 27 March, 2022, with four (4), 1-year option periods. This acquisition is full and open competition. The assigned National American Industry Classification System (NAICS) code is 325998.
