- Description
- The Tennessee Air National Guard at McGhee Tyson Air National Guard (ANG) Base, Louisville, TN intends to issue a Request for Proposal (RFP) to award a single firm fixed-price contract for services at the Training and Education Center (TEC). The contract will be awarded under Federal Acquisition Regulation Parts 12 and 15. Lowest Price Technically Acceptable (LPTA) award decision will be made on the basis of the lowest evaluated price of proposals meeting the acceptability standards for non-cost factors as listed in the solicitation. The resulting award will be a service contract for a base period of one year with three (3) one year options. A brief synopsis of the services required is as follows: Contractor shall provide all personnel, equipment, tools, materials, management, supervision and other services necessary to perform maid service, front desk service, and laundry services for linen in buildings 406, 408, 410, 412, and 414. Services performed shall consist of front desk operation, room reservations, and housekeeping and laundry services for linen for students and guest staying at the TEC. Currently there are 672 Guest rooms in our facilities. Historical average applicable to four facilities is 71,637 room nights per year. Building 414 is a new facility and no historical data exists for that facility. This project is set aside 100% for 8(a) Small Business firms. The North American Industry Classification (NAICS) Code is 561720 - Janitorial Services, with a size standard of $18,000,000.00. Your attention is directed to FAR CLAUSE 52.219-14 (b)(4) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 50 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project. The solicitation posted 7 March 2017. The date for the pre-bid conference is 22 March 2017. Location and time will be in solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. The proposal due date and time is identified in block 8 of the solicitation. Effective May 29, 2012 Government systems such as CCR and ORCA (on-line representations and certifications) migrated to System for Award Management (SAM). The solicitation and associated information and the plans and specifications will be available only from the Federal Business Opportunities (FedBizOpps) website on-line at https://www.fbo.gov/. FedBizOpps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with FedBizOpps before accessing the system. FedBizOpps registration requires the following information: 1) Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN), 2) DUNS Number and CAGE Code, 3) Telephone Number, 4) Email address. Registration instructions can be found on the FedBizOpps website at https://www.fbo.gov/downloads/FBO_Vendor_Guide_v1.7.pdf. (Please note the registration for access to the secure site takes approximately 15 business days. PLAN ACCORDINGLY) Reference paragraph 4.5 of the Vendor Guide for instructions to obtain a MPIN to retrieve the specification and drawing documents. Contractors who do not already have a MPIN are advised that the normal processing is 7 to 12 business days to obtain a MPIN password that will give them access to the plans and specifications, which are located in the controlled access location on FBO. Bidders/offerors who have registered with FedBizOpps must access the data for this solicitation with their MPIN. Bidders/Offerors cannot log into the FedBizOpps home page and search for data.
