Description
The National Park Service has a requirement for the following project. If you are interested, please submit your detailed capabilities in WRITING to demonstrate same or similar experience. This is not a request for proposal or invitation to bid. There is no bid package, solicitation, specification or drawings available with this announcement. Response is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information requests. If you chose to submit a package, clearly identify the NPS PMIS No. GATE 201067A, confirm your socioeconomic status: (8(a), HUBZone, Service Disabled Veteran, WOSB, EDWOSB, Small Business). Your capability information should be 15 pages or less (including the bonding letter indicating your bonding capacity per contract and total) and be SPECIFIC to the scope provided. Interested contractors are encouraged to provide customer point of contact information including email and telephone (for example, contracting officers, project managers ) provide description of past projects (preferably same or similar past projects), contract numbers, dollar amounts, time frame, duration, location and any other pertinent information. You must also provide a letter from your bonding company verifying your bonding levels per contract, total, and remaining capacity. Your response is due no later than no later than 5:00 pm Eastern Time March 22, 2017. All firms must be certified in SAM. Please refer to the SBA rules regarding HUBZone firms effective October 1, 2011. Please note there is no additional information to be provided at this time. Analysis of the quantity and quality of responses to this sources sought announcement will be considered in the market research being conducted, and in the making of any small business set-aside determination for this requirement. Estimated Project Dollar Magnitude : More than $10,000,000 NAICS - 236220 Commercial and Institutional Building Construction Estimated Period of Performance : 485 calendar days - May 1, 2017 - Aug 31,2018 Project Description : This project will develop a new Maintenance Facility campus for the Sandy Hook Unit of Gateway National Recreation Area. The site is located within the Ft. Hancock historic district and will be subject to the Secretary of the Interior's Standards for the Treatment of Historic Properties. Adjacent buildings, including those occupied by park law enforcement and fire protection divisions, must remain accessible and operational for the duration of this project. Sandy Hook's history includes munitions testing; therefore the contractor will be responsible for providing adequate Unexploded Ordinance safety practices during excavations. The project scope will include: Wood Shop : Existing Building #49 will be rehabilitated to house the wood shop, a training room, locker room, restrooms, kitchen and offices. Building #49 is a 9,000 sf historic wood-framed one-story building on CMU foundation. The work at this building will include interior selective demolition and haz-mat abatement, selective removal and replacement/re-installation of historic siding, new overhead doors, building access ramps/stairs/handrails, structural work including foundation bracing and new shear wall construction, masonry repair and repointing, new asphalt shingle roof, interior partitions, wall/ceiling/floor finishes, flooring, plumbing, fire sprinkler system, heating system, electrical systems (including new transformer), phone/data equipment and cabling, and buried propane tank. Administrative Offices : Existing Building #65 will be rehabilitated into an administrative building including office areas, conference room and restrooms. Building #65 is a 5,120 sf historic two-story wood-framed masonry building with a slate tile roof constructed in 1906. The work at this building will include interior selective demolition and haz-mat abatement, masonry repair and repointing, slate tile roof replacement, historic window & window grate refurbishment, interior partitions and wall/floor/ceiling finishes, building access ramps/stairs/handrails, interior wood stair/handrail replacement, plumbing, fire sprinkler system, heating system, electrical systems (including new transformer), phone/data equipment and cabling. Auto Shop : New construction of a 4,800 sf steel-framed vehicle maintenance facility. The work at this building will include structural concrete foundations, elevated concrete floor to meet flood requirements, concrete vehicle & pedestrian ramps. steel framing, asphalt shingle roofing, CMU interior walls, overhead doors, wall/ceiling/floor finishes, flooring, plumbing, fire sprinkler system, heating system, electrical systems (including new transformer), phone/data equipment and cabling, and buried propane tank. Covered Parking Structure : New construction of a 9-bay covered parking structure, approximately 175' x 23'. The covered parking structure consists of concrete foundations/pilasters, steel columns & beams, metal roof decking, plywood sheathing, asphalt shingles, corrugated exterior paneling, painting, and electrical outlets & lighting. Site : The sitework scope will include the following: tree clearing, selective demolition, grading, fueling station relocation, new vehicle wash station, asphalt/concrete paving, porous paver parking areas, landscape, curb & gutter, underground utilities, storm water infiltration areas, fire hydrants, site lighting, perimeter fencing, automatic gate operators, site signage. All sitework will be completed in accordance with the Secretary of the Interior's Guidelines for the Treatment of Cultural Landscapes. Interested contractors must address the following technical skills and experience in their responses to this sources sought notice: Seeking a construction contractor that has constructed new facilities and rehabilitated historic facilities: Interested vendors shall submit examples of experience/past performance on similar project in scope and magnitude that occurred within the past 10 years. Projects cited should demonstrate that the Contractor has the technical capability, skills and experience to successfully: a. Rehabilitate historic buildings in accordance with historic preservation principles. b. Coordinate phasing to allow for construction on multiple structures/site appurtenances while providing uninterrupted services to adjacent buildings. c. Successful completion of projects in a remote marine environment. d. Ability to execute projects on public lands where restricting public access is challenging.
