- This Pre-Solicitation Notice for Request for Quotation (RFQ) is being published in accordance with Federal Acquisition Regulation (FAR) Part 13 requiring the dissemination of information for proposed contract actions. This is not a solicitation or request for quotes and no contract or purchase order will be awarded from this notice. The National Oceanic and Atmospheric Administration (NOOA), National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center (NEFSC), Woods Hole, MA is soliciting brand name or equal for a two dimension (2D) forward acoustic scanning safety device that will provide active feedback to the pilots of the towed underwater stereo-optic camera array (HabCam) from a fiber optic cable contained on a winch system aboard a contracted vessel. The 2D sonar will allow pilots to avoid underwater obstacles out to 40 meters and navigate among sand waves more efficiently. The device must have the following functionality and specifications: 1) 2D imaging acoustic sonar. 2) Ethernet functionality for realtime data transfer. 3) Capable of 900 kHz frequency and have a minimum of a 90 degree field of view. 4) Capable of scanning out to 40 meters from the vehicle. 5) Fully functioning/operable to a depth of 1000 meters. 6) Fully functioning/operable in a marine environment. 7) Constructed to fit in an area on the front of the vehicle with the following dimensions: Maximum length of 14" long; Maximum 10" in diameter. The solicitation package is anticipated to be issued/posed on the Federal Business Opportunities (FBO) website on or about 7 March 2017 with offers due on or about 17 March 2017 at 12:00 PM (EST). The contractor is responsible for obtaining the solicitation, amendments, and any other documentation from the FBO webpage. The anticipated award date is 22 March 2017, with a required deliver date of 24 April 2017. This acquisition is set aside 100% for small business concerns.
