Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is HHS-NIH-NIDA-SSSA-CSS-2017-194 and the solicitation is issued as request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures; FAR Subpart 13.5-Simplified Procedures for Certain Commercial Items; and FAR Part 12-Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-94,2005-95 / 01-19-2017. The associated NAICS code 334516 and the small business size standard 1000 employees. This requirement is a total small business set-aside. The purpose of this acquisition is to purchase an automated high speed and high content Imaging Cytometry System which will be placed on the Kalypsys robotic platform for fully automated high content screening. The objective is to utilize the Imaging Cytometer for high speed, low resolution imaging for HCS in an HTS environment (the Kalypsys robot). Contractor Requirements: The contractor will provide a BRAND NAME or EQUAL Celigo S, 4 channel fluorescence 1 channel brightfield imager, Catalog number 200-BFFL-5C-AUTO, manufactured by Nexcelom Bioscience, which will include: DescriptionQty 1.Imaging Cytometer1 2.PC Workstation1 3.Monitor 1 Requirements and Other Considerations: The system will read 10 cm dishes, T75 and T25 flasks, and 6 to 1536 well plates using 4 channel fluorescence (from UV to far red), brightfield using a fixed magnification f-theta lens for capturing samples such as spheroid and adherent monolayers of cells. The system will have laser, software, and no autofocus imaging modalities. The system's typical read times will be less than 1 minute for 384 well plates and ~3 minutes for 1536 well plates (one well per image) with galvanometer driven mirrors for off axis high speed image capture. The system will have on the fly image data analysis. Additional salient characteristics include: 1.The ability to track the growth of individual 3D spheroids in a well containing multiple spheroids 2.Count suspension cells and measure viability in a 96-well plate in less than 10 min/plate for cell counts ranging from 30 - 100,000 cells/well 3.Rapid imaging and analysis of 3D spheroids 4.The ability to directly count cells on transwell membranes for cell migration assays in bright field or fluorescence 5.The ability to track and quantify up to 5 different cell populations in a co-culture experiment using suspension and adherent cells 6.The ability to directly export segmented image data to OME TIFFs,.csv,.fcs,.ice, and.acs file format for flow or image-based analysis 7.Large depth of focus enabled quantification of large 3D spheroids (up to 900 µm diameter) using single image/well instead of a stack of images 8.Combination of proprietary optics of F-theta lens and galvanometric mirror allows off-axis scanning which can image 1536-well plates for 1 channel in less than 3 min and 4 channels in less than 8 min Period of Performance: Delivery within 60 days ARO Delivery to: National Institutes of Health 9800 Medical Center Drive Building B Rm 1022 Rockville, MD 20850 The provision at FAR clause 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. The provision at FAR clause 52.212-2, Evaluation - Commercial Items, applies to this acquisition. (a)The Government will award a contract on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors The following factors shall be used to evaluate offers: 1.Technical capability of the item offered to meet the Government requirement ( 2.Price (b)Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c)A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. The following additional contract requirement(s) or terms and conditions as determined by the contracting officer are necessary for this acquisition and consistent with customary commercial practices: 52.211-6 Brand Name or Equal (Aug 1999) (a) If an item in this solicitation is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications. (c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation. Included warranty shall be for a period of at least one year from receipt of product The Defense Priorities and Allocations System (DPAS) are not applicable to this requirement. Responses to this solicitation must include sufficient information to establish the interested parties' bona-fide capabilities of providing the product or service. The price quote shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point (Destination, Origin, etc), product or catalog number(s); product description; and any other information or factors that may be considered in the award decision. Such factors may include: past performance; special features required for effective program performance; trade-in considerations; probable life of the item selected as compared with that of a comparable item; warranty considerations; maintenance availability; and environmental and energy efficiency considerations. In addition the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov."
