Sources Sought Template (Request for Interested Manufacturers) FROM: (Keith Lackey/409 SCMS/GUMC/3 Mar 2017) TO: DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION: Robins AFB, GA 31098-1813 FBO Post Title: Request for Interested Manufacturers: NSN 1560-01-639-8155 (Left Hand Aileron), NSN 1560-01-641-2602 (Right Hand Aileron), NSN 1560-01-463-0519 (Right Hand Wing Tip), NSN 1560-01-463-0520 (Left Hand Wing Tip) SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the items listed in PR FD2060-17-00751. ITEM DESCRIPTION Ailerons: The F-15 Ailerons are used in pairs to control the aircraft in roll (or movement around the aircraft's longitudinal axis), which normally results in a change in heading due to the tilting of the lift vector. The part numbers (P/N) addressed in this Sources Sought are 68B170000-107/68B170000-108 with National Stock Numbers (NSN): 1560-01-639-8155FX (Left Hand Aileron) and 1560-01-641-2602FX (Right Hand Aileron) respectively. These parts are used on all USAF F-15 aircraft models. The Ailerons being purchased are the upgraded gridlock configuration. This is a newer and different design than the original Gridlock configuration (NSN): 1560-01-453-9319FX and 1560-01-453-9317FX. This requirement is to purchase an adequate number of ailerons for the rest of the F-15 fleet Wing Tips: The Air Force has a requirement to procure F-15 wing tips, Part Numbers (P/N) 68B117000-101/102, National Stock Numbers (NSN) 1560-01-463-0520FX and 1560-01-463-0519FX respectively. Both NSNs apply to all USAF F-15 models. The purpose of this procurement is to provide the USAG with the necessary spare levels for the fleet. The wing tip being purchased is the Gridlock configuration. Impediment to Competition: The original equipment manufacturer for these items is UTC Aerospace Systems (UTAS) (CAGE 51563), which maintains its configuration by part number and software version. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, UTAS is the only known source with adequate knowledge of the Aileron and Wing Tip performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to UTAS for the manufacture of the Ailerons and Wing Tips in support of the F-15 Model C/D/E aircraft program. Other interested parties may identify their interest and capability to respond to the requirement no later than 22 Mar 2017 by emailing Keith S. Lackey at keith.lackey@us.af.mil and/or dla.dlr.proc@us.af.mil.
