- Solicitation_ Repair Aircraft Parking Lighting This project is set-aside for Total Small Business. The North American Industry Classification System (NAICS) code for this project is 238210. The small business size standard is no greater than $15 million in average annual receipts over the past three years. Only offers from firms that are certified to meet both the small business status and the size standard will be considered. You may contact your local U.S. Small Business Administration (SBA) office (federal, not state office) for more information on the Small Business programs. Your local SBA office's contact information may be found by accessing the SBA website ( www.sba.gov ). The construction project magnitude is between $100,000 and $250,000. Persons intending to submit a proposal are strongly encouraged to attend the Pre-Proposal Conference and Site Visit on 22 March 2017 at 1:00 p.m. Central Standard Time. The project consists of contractor furnishing all labor, materials, tools, and equipment necessary to Repair Aircraft Parking Apron Lighting. Repair includes but is not limited to the repair of high mast pole hoist and locking system, replace any damaged electrical cable and connections, replace existing floodlights with LED floodlights, and inspection and testing of all high mast poles and lighting systems. The base contract line items consist of: 1) The center high mast pole hoist and locking system and replaced damaged/nonfunctioning electrical cabling and connections. 2) The center pole LED floodlights; replace all 16 existing floodlights on the center high mast pole with comparable LED floodlights. The following are optional line items : 3) Replace all 16 existing floodlights on the south high mast pole with comparable LED floodlights. 4) Replace all 16 existing floodlights on the north high mast pole with comparable LED floodlights. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The use of Options is the most advantageous method of fulfilling the Government's need for the Repair Aircraft Parking Apron Lighting, Air National Guard Base Memphis, TN. DFARS 217.207, Exercise of Options, an option will not be exercised until the potential awardee's record in the System for Award Management database is active and the contractor's DUNS, CAGE Code, name and physical address have been validated. The contracting officer will award to the offeror whose offer represents best overall value to the Government, which may or may not be the lowest priced offer. The Government intends to evaluate offers and make award without discussions. However, the Government reserves the right to hold discussions if it is in the best interest of the Government to do so. Technical capability will be rated as acceptable or unacceptable. Proposals must provide information on price, delivery, Tax ID number, Cage Code and DUNS number. Additionally, your company must be registered in the System for Award Management (SAM) System as well as registered and have completed the online Reps and Certs at the following website: https://www.sam.gov. Formal communications such as request for clarifications and/or information concerning this solicitation must be submitted in writing or via e-mail to the address below. All answers (on a non-attribution basis) will be posted on the FedBizOps (https://www.fbo.gov) web site. They will be contained in a document titled "Questions and Answers". Offerors are requested to submit questions to the email address noted below not later than 28 March 2017. Terms of the solicitation and specification remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgement and receipt of solicitation shall apply. Award can only be made to contractors registered in System for Award Management ( https://www.sam.gov ). Proposals will be due to the 164AW/MSC 4593 Swinnea Rd., Memphis, TN 38118, by 11 April 2017, 09:00 a.m. Central Standard Time. Email proposals will be accepted at usaf.tn.164-aw.mbx.msc@mail.mil.
