TITLE: 38-Sources Sought Notice SOL: VA242-17-Q-0388 DUE: March 15, 2017, 12 PM Midnight EST SET ASIDE: Total Service-Disabled Veteran-Owned Small Business NAICS: 333318 POP STATE: United States AGENCY: Department of Veterans Affairs VA Northport VA Hospital 79 Middleville Road Northport, NY 11768 POC: Shari Lee; shari.lee@va.gov Mail all responses only to: Shari Lee at shari.lee@va.gov DESCRIPTION: This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government at this time. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine interest and capability of potential qualifications of Small Businesses Service Disabled Veteran-Owned firms relative to the North American Industry Classification Code (NAICS) 333318. The Department of Veteran s Affairs is seeking small business manufacturer or distributors of small business manufacturers, of functionally equivalent equipment to all the following: New Marathon HMT 4000 Hot Mix Box or EQUAL The contractor shall provide all labor, equipment, supplies, materials, engineering design, and supervision to design, manufacture, and deliver this equipment. Design and delivery shall be coordinated with the Service Point of Contact Personnel, to be revealed after contract award has been determined. PHYSICAL SPECIFICATIONS: 1) Must have the minimum of the following: 4,000 lb. Hot Mix Chamber trailer mounted with Electric Brakes Size 11 long x 6 wide x 6 height Hopper opening (W x L) 5 x 4 Unloading Door Opening: (H x W) 14 x 21 Shoveling Platform: Height from Ground 29 x 20 W x 18 Depth 2) Propane Burner: 300,000 BTU vapor propane burner with flame protection 3) All components shall be primed and painted in a durable paint coating that is bright or reflective safety colored to provide appropriate corrosion resistance. Touch-up paint will be required to repair any damages during shipping. 4) Suspension: Single Axle 7,000lb capacity Adjustable pintle w/ safety chains 5) Tires: (2) 235/85R16 6) Must be fully assembled upon delivery & DOT Light Package 7) Required 90 days maximum after date of award but, will accept delivery as soon as possible CONSTRUCTION SPECIFICATION: Purchased components must meet two requirements. The component is top of the line in quality and replacement parts are locally available to the customer throughout the United States. WARRANTY: Prospective vendors shall be able to provide direct manufacturer support and shall directly issue a manufacturer's limited factor warranty of the government, Should cover (3) three years parts & Labor, excluding Batteries & Tires. 1) If applicable, brand names of major purchased components provided as part of the hot mix box shall be noted on the vendor offering. This information is for REFERENCE ONLY and should not be construed as an attempt to limit competition. Specified brand names provided will not be given any weight during technical review and evaluation. 2) Vendor shall provide a cut sheet(s), schematic(s), diagram(s), or similar clearly indicating hot mix box features. DELIVERY LOCATION: The delivery area is located: Department of Veterans Affairs Medical Center 79 Middleville Road Building 16; Northport, New York 11768 CODES: Vendor shall comply with accepted manufacturer process, as well as current Occupational Safety and Health Administration, Labor Department, and New York codes, laws and regulations as applicable to this statement of work. FINAL INSPECTION: All material delivered must meet specifications provided and will be inspected by Operations Supervisor. All submission for any quotes will given to service POC approval/inclusion or exclusion based on salient characteristics. THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION. Please be advised that the Government will not pay for any information submitted under this announcement. The applicable North American Classification System (NAICS) Code for this requirement is 333318 (Other Machinery Manufacturing). Email should contain the following information: Name of firm, Socio-Economic category of the firm (SDVOSB), complete address, phone & fax number of contact.
