Description
Request for Information (RFI) for Video Acquisition, Management, and Distribution Solution In Support of Video-on-Demand and OTT/Mobile Video RFI No. BBG50-RFI-17-030717 This Request for Information (RFI) notice is issued in accordance with FAR 15.201(e) to conduct market research. This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. The Broadcasting Board of Governors (BBG) is not, at this time, seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested vendor's expense. Any information submitted by respondents to this RFI is strictly voluntary. The information provided may be used by BBG in developing its acquisition strategy and Performance Work Statement. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. All submissions become Government property and will not be returned. This RFI is being issued to identify comprehensive solutions that exist today that can meet Federal project management requirements for a best-in-class, consumer-facing Video-on-Demand (VOD) platform with Over the Top (OTT) capabilities to deliver to an array of devices, including Smart TV and other connected television solutions, streaming devices, desktop computers, laptop computers, mobile phones, and other handhelds. The integrated suite of software tools comprising the platform shall feature at minimum: A) a scalable, cloud-based Platform* with the ability to store, manage, and play out or otherwise deliver media assets in the form of text, audio, still image, and video, B) a permissions system allowing for multiple levels of employee access, C) output of HTML5-compatible video as well as RTMP, HLS, MPEG DASH and other popular on-demand and live streaming formats, with playlist feature and the enabling of automatic play of featured content, D) metadata fields akin to AP Metadata or similar, E) cloud-based ability to upload, access, and create/edit content from multiple global locations simultaneously, F) a consumer-friendly UX for VOD playout via aforementioned devices competitive with consumer experiences offered by Netflix, Amazon Prime Video, and the BBC iPlayer, G) the ability to integrate with the broadcast media asset management system, Dalet, Pangea, the BBG's custom CMS (SOAP/REST API), and known global Content Delivery Networks (CDN), H) cloud-based tools that allow for creating, editing and publishing featured content across social media such as Facebook, Twitter, YouTube, Periscope, and similar digital and social properties worldwide, I) the ability to incorporate Digital Rights Management (DRM). The platform shall also have the potential to be deployed in languages other than English, including, but not limited to: Russian, Ukrainian, Mandarin, Arabic, Spanish, French, and others as requested by the BBG Representative. * The playout system shall additionally feature the following: sort/search functions, preview screen, drag and drop interface, ability to trim, edit, and set in-out points on video files; adjust titles, text, position, and audio control. Transcoding video from common formats at ingestion is mandatory. The platform must scale to provide potentially millions of simultaneous users and streams via known global CDNs. Vendor will be responsible for development of apps to allow viewing on leading devices such as Roku, Smart TVs, iOS devices, Android devices, Kindle Fire devices, Apple TV, and the like. It is requested that vendor describe its approach to app development in the list of questions below. The projected cost of bandwidth should not be part of any cost estimates. The above-stated tools will support the global digital media missions of the BBG and its organizational entities, including the BBG, International Broadcasting Bureau (IBB); Voice of America (VOA); Office of Cuba Broadcasting, and the BBG Grantees consisting of Radio Free Europe/Radio Liberty (RFE/RL), Middle East Broadcasting Networks (MBN), and Radio Free Asia (RFA). BBG requires a seamless and integrated enterprise solution that is compatible with and runs on Windows or Linux Operating Systems. Please respond to this RFI by providing responses to the list of items below: 1. Name of proposed product/solution 2. Is product/solution 100% compliant with Section 508? 3. Type of licensing (device, user, concurrent use, processor, core, unlimited user base, etc.) 4. Identify implementations of similar size, scope and complexity 5. What is the price to implement the product/solution (what is the price to acquire the software and implement the solution so that it can operate and integrate with the existing environment?) A range is acceptable. 6. Recurring operational price (What is the annual operational price to maintain the software license(s) so that BBG can take advantage of the latest commercially available release of the product?) A range is acceptable. 7. Do the above prices include implementation (i.e., install, training, requirement gathering for initial configuration, initial configuration, etc.)? If not, please provide an estimated price for implementation. 8. Other prices (i.e. what other prices do you foresee that may be incurred if BBG selects your software solution?) 9. Is solution SAAS, Cloud-based, on-premises, bespoke, or combination of the above? 10. Time required to implement. Brief roadmap helpful but not required. 11. Solution has been successfully implemented and serves multiple millions of users and delivers multiple millions of individual file streams. Yes/No 12. Solution has been deployed in multiple simultaneous languages. Yes/No 13. Solution has the ability to ingest and serve live video. Yes/No 14. Solution includes cloud-based video and audio editing platform that allows for newly created content to be deployed via the CMS. Yes/No 15. Solution has previously been deployed in concert with Dalet or Dalet Galaxy. Yes/No 17. Solution is capable of pushing content to syndication partners. Yes/No 18. Speak briefly to the ability to customize the solution for the BBG. 19. How would vendor approach customization for obscure fonts such as Bangla and Burmese? 20. Speak briefly to your approach and recommendations regarding the development of Apps for consumer viewing on various devices. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the BBG, please segregate proprietary information. Product information, brochures, part numbers, and/or other description information may be included with the submission. THIS IS NOT A REQUEST FOR PROPOSAL, INVITATION FOR BID, or REQUEST FOR QUOTATION. Do not submit a proposal. Those who respond to this Notice will be notified whether their response to this RFI as verified by the BBG, is responsive to this Notice. If it is determined to be in the best interest of the Government, interested and qualified sources responding to this Notice may be requested to provide follow-up information. A determination to compete, or not to compete, in a future procurement will be based on the responses to this Request for Information (RFI) notice, and is solely within the discretion of the Government.
