Delineated Area Map U.S. GOVERNMENT General Services Administration (GSA) seeks to lease the following space: State:PR City:San Juan/Hato Rey Sector of San Juan, Guaynabo (Greater Metropolitan San Juan Area) Delineated Area: NORTH: PR-20 also known as Rafael Martinez Nadal Expressway; continuing along PR-2 also known as John F Kennedy Avenue; continuing along PR-165 and connecting to PR-22 also known as Jose de Diego Highway; EAST: PR-26 also known as Roman Baldorioty de Castro Expressway; continuing along PR-17 Puente Teodoro Moscoso. SOUTH: PR-17 Puente Teodoro Moscoso; continuing along to PR-17 also known as Jesus T Pinero Avenue and continuing along to PR-20. Renewal Additional Requirements: The U. S. General Services Administration ("GSA") is posting this Source Sought Notice for the purpose of conducting market research, seeking capable sources, ascertain the availability of viable and location of prospective lease properties that fall within the delineated area mentioned above. This is not a request for proposals. This request for information is for planning purposes only and does not constitute an invitation for bid, request for quotation, request for proposal, or represent any obligation on the part of the Government to acquire any products or services. Your response to this will be treated as information only. The information provided may be used in developing acquisition strategy, statements of work or objectives, and performance specifications. A solicitation shall not be issued as a result of this Ad. GSA will not pay for any costs incurred as a result of this advertisement. Respondents are advised that the GSA assumes no responsibility to award a lease based upon responses to this advertisement. • Space will be utilized for law enforcement, and offerings may not be considered that are located within close proximity of schools, daycare centers, residential zoning/concentration, hotels, or areas of high civilian activity or vulnerability. • The offered facility must be considered professional and modern construction, and the site shall be located in a professional Class "A" or "B" setting. The site shall be easily accessible by main thoroughfare but inconspicuous or discreet to public and traffic. Preference will be given to locations that are within short driving distance to concessions, amenities, and other professional business offerings. Ground floor space is preferred. 1. If offering is a multi-floor building, a minimum of 16,366 sf ground floor space is necessary for detainee processing, housing and transporting. 2. Proposed building and site layout shall have the ability to provide or construct an enclosed, secure "sally port", used for detainee transportation. Sally port shall have a dedicated entrance into ground floor space (mentioned in item 1), and shall be able to accommodate 50' bus with adequate entrance/exit and turn radius. 3. If offering is a multi-tenant building, a dedicated elevator is required for agency use. 4. Space shall be in contiguous layout, and on contiguous floors if offering is multi-floor 5. A minimum of 20' setback measured from building facade to any point of vehicular access is desired and shall have the ability to secure with physical restraints such as bollards, fences, or walls. 6. The space includes, but is not limited to, shower, food service, dormitories, and other related areas. ·Building shall have a cistern and a Full load generator to provide for services during power outages and emergency situations at no additional cost to the Government. • Offered space shall not be in the 100-year flood plain. • Offered space must meet federal Government standards and requirements for Security, Fire & Life Safety, Seismic, Handicapped Accessibility (ABAAS), Energy, and Sustainability, and federal agency Special Requirements. Consideration shall be based on the area profile, location, and proposed security precautions if the location can be utilized. No subleases will be considered. • Some areas will require slab-to-slab construction. • The space will include a 72-hour Staging Facility Operation and a Sub-Office. • All services, supplies, utilities, maintenance, and tenant alterations are to be provided as part of the rental consideration. The 72-hr facility operates three shifts. The Office core hours are Monday thru Friday 7:00 AM to 5:00 PM. Expression of Interest: Expressions of interest must be submitted to the below address by 4:30 PM AST local time, on April 7, 2017 and must include the following information: •Building name, address and the location of the available space within the building, and date the space will be available. •Legal property description. •One-eighth inch scale drawing of space offered in the latest edition of AutoCad and PDF format. •ANSI/BOMA (ABOA) defined office area (formerly usable square feet - USF) offered. •Rentable Square Feet (RSF) offered and rental rate per square foot, specifying services, utilities, and tenant improvement allowance included. •Common Area Factor used to determine the RSF. •Amount of parking available on-site and available per local code; any costs associated with parking. • Dunn & Bradstreet number •Building ownership information. •Energy efficiency and renewable energy features existing within the building. •List of building services provided. •A FEMA floodplain map indicating the location of the building within the map. •Evidence of the building's capability to operate during emergencies - i.e. cistern and full load generator are pre-existing, or that will be installed at lessor's expense. •Energy Star, and building sustainability information, or statement that building and offered space will be renovated to accomplish the required certifications. •Name, address, telephone number, and email address of authorized single point of contact. In cases where an agent is representing multiple ownership entities, written acknowledgement, and permission to represent multiple owners for the same submission. In no event shall the potential offeror enter into discussions concerning the space to be leased with representatives of Federal agencies other than the officers, employees and authorized Representatives of the General Services Administration. Proposals from brokers or agents should be accompanied by evidence of their authorization to represent the ownership from the owner of the property.
