INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Repeat Diagnostics Inc., 267 Esplanade W Suite 309, North Vancouver, BC, V7M 1A5, to provide flow-FISH telomere length testing for numerous NHLBI-provided blood samples in accordance with the following information. BACKGROUND The Laboratory of Dr. Neal Young, part of the Hematology branch at the National Heart, Lung, and Blood Institute of the National Institutes of Health, is involved in the study of Aplastic Anemia and bone marrow failure syndromes. As part of the research, the lab requires telomere length testing by flow-FISH analysis of patients for known inherited disorders in a CLIA-approved genetic testing laboratory. The lab is on the forefront of identifying telomere shortening for its involvement in aging and in the development of several diseases (referred to as telomeropathies). Flow-Fish and qPCR are common methods that have been used in the clinic to measure leukocytes' telomere length. Flow-FISH analysis has the unique advantage over other telomere length protocols by providing information on a variety of cell types from one blood sample. Fluorescent signals from telomeres are assessed on a single cell basis by flow cytometry, with patient results reported for lymphocytes, granulocytes, B-cells, naïve and memory T-cells, and NK cells. In addition in the clinical setting, flow-Fish has been shown to be more accurate, reproducible, sensitive and specific in the measurement of human leukocyte's telomere length in comparison than qPCR. PURPOSE The purpose of this acquisition is to obtain flow-FISH telomere length testing for numerous NHLBI-provided blood samples. Currently, this type of CLIA-approved genetic testing is not available from the NIH clinical center and therefore the lab is requesting contractor support in order to continue diagnosis of patients with aplastic anemia. PERIOD OF PERFORMANCE The period of performance will be March 14, 2017 through March 13, 2018. JUSTIFICATION The sole source determination is based on the fact that this is a follow-on to an existing contract and that Repeat Diagnostics is currently providing these CLIA-approved services to NHLBI. If another contractor were to take over, there would be a lapse in services in order to train the new contractor on the policies and procedures of the clinical protocol. This loss of productivity and substantial duplication of costs is unacceptable to the Government. In addition, it is extremely important that the lab maintains scientific continuity, as any changes to the clinical protocol could have serious therapeutic implications for the patient and family members. REGULATORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b), Soliciting from a single source (for purchases not exceeding the simplified acquisition threshold), and only one responsible source and no other supplies or services will satisfy agency requirements. ADDITIONAL INFORMATION The North American Industry Classification System (NAICS) Code is 541990, All Other Professional, Scientific, and Technical Services, and the Small Business Size Standard is $15.0M. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable and the resultant award will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-95 (January 19, 2017). This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by March 14th, 2017 at 9:00am EST and must reference synopsis number HHS-NIH-NHLBI-CSB-(HL)-2017-089-KMA.
