Description
Statement of Work This announcement serves as a SOURCES SOUGHT NOTICE issued for the purpose of market research in accordance with the Federal Acquisition Regulations (FAR) Part 10. This Sources Sought is issued solely for information and planning purposes and does not constitute a solicitation nor is this notice a request for quotation. The Department is NOT requesting a quote or proposal in response to this synopsis. For the purpose of this acquisition, the North American Industrial Classification System (NAICS) code is 238220 - Plumbing, Heating, and Air-Conditioning Contractors; the applicable size standard is $15,000.00. This synopsis neither constitutes a Request for Proposal or Bid, nor does it restrict the government to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the government for any purpose. Any information provided by industry to the Government as a result of this notice or any follow-up information requests is voluntary and shall be treated as confidential. No reimbursement will be made for any costs associated with this or future requests. This is a SOURCES SOUGHT NOTICE for Market Research ONLY to determine the availability of small business firms for a potential small business set-aside. The capabilities will be evaluated solely for the purpose of determining whether or not to set this requirement aside for the Small Business Community or to conduct the solicitation as an Other Than Small Business Procurement. Other than small businesses may respond to this NOTICE to indicate their interest in the project; however, preference will be given to the SB categories listed above. The government must ensure there is adequate competition among the potential pool of available contractors. The Defense Logistics Agency (DLA) Contracting Services Office- Columbus (DCSO-C) is seeking sources on behalf of DLA Installation Support to identify Small Business parties having an interest in and the resources to support the requirement to perform eddy current testing, vibration testing, oil filter replacement, oil analysis and purge system maintenance on existing chillers in Building 23, located at the Defense Supply Center, Columbus, Ohio. STATEMENT OF WORK : The Contractor shall furnish all plant, labor, materials, equipment, supplies and supervision required in performing all operations in connection with this project, complete and subject to the terms and provisions contained herein. Two Chillers are Trane Mode # CVHE050FAMOPCM2306QBE6NFA0000000UB1G050L000002C210 (serial #'s L07D02151 & L07D02152) and the third chiller is Trane Model# CVHE050FAMOPCM2306QBE6NFA0000000UA1G150L000002C210 (serial # L07D02152). SEE ATTACHED STATEMENT OF WORK CONTRACTOR QUALIFICATIONS This project requires the use of specialized skills and equipment. Contractors submitting bids for this project shall have Trane factory trained personnel, and shall have a minimum of 3 years' experience working on Trane chillers of this size and style. Contractor's experience shall include a minimum of two projects of similar size and scope. To be technically acceptable the contractor must provide a project plan to demonstrate that they are capable of completing all work in accordance with the Statement of Work and project drawings. The plan must identify all work that can be accomplished with in-house resources and demonstrate that they are capable of obtaining any project requirements that cannot be self-performed. Offerors must provide information regarding the technical qualifications of the proposed project staff, to include the individuals who will be responsible for Project Management, Quality Control and Safety Compliance. All contractors shall BE required to submit the following with their proposal: •· Written qualification statement for the individual who will be functioning as the project manager, demonstrating 3 years of project management experience for projects similar in nature to work described in the statement of work. •· Written work experience, and references for projects satisfactorily completed within the last three years of similar size and scope. The written qualifications statement shall be certified and signed by a principle of the offeror. Offerors need only submit a brief resume of each key individual. This will be evaluated to determine if they have the appropriate technical training, certifications, if required, and previous experience to meet the technical requirements of a project of this nature. If any of the submitted individuals will perform more than one of the listed functions, this is acceptable as long as the submitted documentation identifies any and all functions the given individual will be performing. THERE IS NOT A SOLICITATION AT THIS TIME. Interested sources shall submit a response to meet requirements of the Statement of Work. If your organization has the capability to perform these contract services, please provide the following information: 1) Organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements in IAW FAR 10.001(b). Interested firms are requested to submit a response to the Sources Sought, no later than March 20, 2017 at 12:00 P.M. EST. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. This request for a response to the Sources Sought does not constitute a request for proposal. Submission of any information in response to the market survey is purely voluntary. The government assumes no financial responsibility for any costs incurred. This announcement is for information and planning purposes only and is not to be construed as a commitment by the government, implied or otherwise, to issue a solicitation or award a contract. Additional information, as it becomes available, will be posted as amendments to this announcement. All amendments will be available for viewing at this website. It is incumbent upon the interested parties to review the site frequently for any updates and amendments to any and all documents. All potential offerors are reminded, in accordance with FAR 52.204-99, System for Award Management (SAM) at https://www.sam.gov, lack of registration in the SAM will make an offeror ineligible for contract award.
