- DESCRIPTION: The U.S. Army Corps of Engineers (USACE) Savannah District intends to issue an Invitation for Bid (IFB) W912HN-17-B-0001 for the construction of the Criminal Investigation Division Command (CIDC) Field Operations Building, located at Hunter AAF, GA. This IFB will be issued utilizing the Sealed Bidding process outlined in FAR Part 14. PN 86787:Construct a Criminal Investigation Command Field Operations Building (approx 5,900 SF). Facility to accommodate four (4) resident agents, one (1) drug suppression team member, and other personnel such as visitors, witnesses, and suspects. Project includes a command area, investigative area, investigative support space reception and administration areas, suspect holding spaces, interrogation spaces, evidence processing, separate public and witness areas and other spaces indicated on the floor plan. Project include building information systems, fire protection and alarm systems, Intrusion Detection System (IDS) installation, closed circuit Television (CCTV) installation, entry control systems, and Energy Monitoring Control Systems (EMCS) connection. Sustainability/energy measures will be provided. Supporting facilities include site development, utilities and connections, lighting, paving, parking, walks curbs and gutters, storm drainage, information systems, landscaping and signage. Heating and air conditioning will be provided by a self-contained system. Pro Forma Information such as bonding and financial capability will also be required to meet the minimum requirements of the solicitation The subsequent Contract will result in a C-Type contract. The anticipated Period of Performance is 365 calendar days from Notice to Proceed. TYPE OF CONTRACT AND NAICS: This IFB will be for one (1) Firm-Fixed-Price (FFP) contract. The North American Industry Classification System (NAICS) code is 236220-Commercial and Institutional Building Construction, with size standard of $36,500,000. TYPE OF SET-ASIDE: This acquisition will be solicited under Full & Open competitive procedures (Unrestricted). CONSTRUCTION MAGNITUDE: In accordance with FAR 36.204, the magnitude of this construction project is anticipated to be between $1,000,000 and $5,000,000. DISCUSSIONS: The Government intends to award without discussions, but reserves the right to conduct discussion should it be deemed in the Government's best interest. ANTICIPATED SOLICITATION RELEASE DATE: The Government anticipates releasing the solicitation on or about 23 March 2017 and the approximate closing date is on or about 24 April 2017. Actual dates and times will be identified in the solicitation. Additional details can be found in the solicitation when it is posted. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
