- This is a Sources Sought Announcement (SSA), which should not be construed as a solicitation announcement, invitation for bids, request for quotations, or a request for proposals. The request for this information by the Government is for planning purposes only. It is not to be interpreted as a commitment by the Government to acquire any products or services, nor does the Government intend to award a contract on the basis of this SSA or otherwise pay for the information received. Those responding will not be entitled to payment for direct or indirect costs that they incur in developing a response to this SSA. Furthermore, this request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. All responses will be treated as market research. The information provided may be used by the Government in developing its acquisition strategy, Statement of Work/Performance Work Statements and/or Statement of Objectives. Interested parties are responsible to adequately mark proprietary, restricted or competition sensitive information contained in their response accordingly. This SSA is a market survey to identify sources of supply for the Cable Assembly, Special Purpose, Electrical, NSN: 6150-12-343-3735, Part Number: 180.01.0503, which is a part of the Trailer Mounted Electric Power Plant III (EPP III) used with the PATRIOT Missile Defense System. This procurement is for an 5-year Indefinite Delivery Indefinite Quantity contract. The Government does not own or have access to a complete technical data package defining the manufacture and acceptance testing of the Cable Assembly, nor can it make it available to any entity. Only the original manufacturer, JENOPTIK Power Systems, in Altenstadt, Germany, has the complete technical data package. Sources capable of supplying the Cable Assembly should provide a capability statement, which must include production lead-time, production capacity by month, surge capacity, number of years part will be available, ranges for price breaks if applicable or any other information that could affect the acquisition, supply and delivery of the parts. The response should also include documentation such as a copy of a purchase order if the supplier was a vendor to the listed source or a statement from listed source demonstrating that the supplier can in fact supply the Army with this unit from the supplier listed above. Successful supplier may be required to warrant that the item supplied will satisfactorily perform when used for the purpose intended by the Army. Interested sources shall submit their responses via email addressed to Point of Contact (POC) identified below and must comply with the following requirements: Identification of contractor as a large or small business and type (HUB Zone, 8 (a), Women-Owned, or Non-Disadvantaged). Provide Integration Past Performance data on the Cable Assembly identified above and/or similar products; along with associated previous contract history for this item or similar items, if applicable. Specify date of last integration effort for the item. Responses to this SSA must be unclassified. Interested sources possessing the capability of meeting the requirements and conditions outlined above must include full company names, POCs to include name, position, email address, office, and mobile telephone numbers. Acceptable file formats for the response include Microsoft Word, text, rich text, or Adobe Acrobat. Email the response to Karlene.smith@dla.mil by 22 March 2017.
