Description
AMENDEMENT 001 corrects information in the specifications. The following has been corrected to read: 1.General ICPMS Specifications: c. The quadrupoles shall be capable of scanning at least 10,000 amu/sec in order to measure transient signals when jumping between masses that extend the entire mass range. In addition, the ICPMS shall be capable of measuring single particles separated by field flow fractionation. Single particle measurements at a specified mass require no settling time and dwell times less than 100 microseconds. Software must be commercially available for the quoted QQQ ICP-MS that is capable of controlling field flow fractionation instrumentation and capable of acquiring and displaying single particle and field flow fractionation data. 14. General HPLC Specifications: e. All surfaces contacted by the sample shall be totally metal-free and inert. All surfaces contacted by the mobile phase or eluent shall be able to tolerate a pH range of 1-13 without leaching metals such as chromium. f. Since this is a research instrument that will be used for developing novel methods and for analysis of non-routine analytes and matrices we require the additional flexibility of the higher pressure range and a sample and mobile phase flow path that is compatible with the pH range specified. COMBINED SYNOPSIS/SOLICITATION ONE (1) BENCH TOP TRIPLE QUADRUPOLE INDUCTIVELY COUPLED PLASMA MASS SPECTROMETER (ICP-QQQ MS) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. this announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number G17PS00284. This solicitation will utilize the policies contained in the Federal Acquisition Regulation (FAR) Part 12 in conjunction with the policies and procedures for solicitation evaluation and award prescribed in FAR Part 13, Simplified Acquisition Procedures, as appropriate for this acquisition. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-74. The solicitation is a 100% total small business set-aside. The associated NAICS code is 334516. The small business size standard is 500 employees. This combined solicitation/synopsis is for the purchase of the following commercial item(s): CLIN NO. 0010 - Bench Top Triple Quadrupole Inductively Coupled Plasma-Mass Spectrometer (ICP-QQQ MS) with MS/MS Capability in accordance with the attached Statement of Work. Quantity - 1 Each Refer to Attachment 1 - Instrument Specifications for the Statement of Work. Required delivery within 90 days after award. Place of Delivery is U.S. Geological Survey, USGS National Water Quality Lab, DFC Bldg 98 E3, Denver, CO. 80225. Delivery shall be FOB Destination. FAR 52.212-1, Instructions to Offerors - Commercial Items (JAN 2017), applies to this acquisition. In addition to written price quotes, offerors are instructed to provide product literature and performance references. FAR 52.212-2, Evaluation - Commercial Items (OCT 2014), applies to this acquisition. Refer to Attachment 2 - Evaluation Factors for evaluation criteria to be included. The offeror shall submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (May 2014), with its quote. An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at https://www.sam.gov/portal/public/SAM. If an offeror has not completed the annual representations and certifications electronically at the SAM website, the offeror shall complete only paragraphs (c) through (m) of this provision. The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (JAN 2017), applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (JAN 2017) applies to this acquisition.
