Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. The solicitation is being issued as a Request for Proposal (RFP). Quotes are being requested as described in the attached instructions and a hard-copy written solicitation will not be issued. The solicitation document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular 2005-95. In accordance with the Federal Acquisition Regulation (FAR) Part 5 and Part 12, this combined synopsis/solicitation is posted for the United States Department of the Interior (DOI) Bureau of Safety and Environmental Enforcement (BSEE) Acquisition Management Division, Acquisition Operations Branch for this procurement. The purpose of this combined synopsis/solicitation is to solicit quotes for an Outer Continental Shelf (OCS) Marine Mineral Forecast Study. This requirement is for a ten-year forecast of demand for OCS sand resources for shore protection, beach nourishment, and wetland restoration projects. The estimated period of performance for this requirement is six months from the date of award. The place of performance for the anticipated contract will be at the Contractor's site. Offers are due to be received at the time and place identified in section 4 of the RFQ. This acquisition is being competed as a total small business set-aside under NAICS code 541620 Environmental Consulting Services which has a size standard of $15 million.
