- Anticipated Issue Date: 23 MARCH 2017 - Anticipated Closing Date: 21 APRIL 2017 - Time 3:00 PM MST Naval Surface Warfare Center (NSWC) Port Hueneme Division (PHD) has a requirement for the procurement, fabrication, assembly, final acceptance and delivery of Vertical Launching System MK 170 Sill Assembly Adapter Part Number 6658779-19. The Mark (MK) 170 Sill Assembly, as part of the Gas Management System, provides a sealing surface for the MK 21 MOD 0/2/3 canisters and also directs missile exhaust gases during a launch. The requirement is build to print per the Government owned technical package. Some of the drawings and documents in the Government-furnished technical package contain information that is under the constraints of Distribution Statement D. Distribution is authorized to Department of Defense (DoD) and DoD Contractors only. Contractors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov. The Government intends to award a firm-fixed-price contract to the responsible Contractor whose offer represents the lowest price technically acceptable. First article testing and approval will be required. Inspection and acceptance will be performed by a Government representative at the Contractor's facility in accordance with the applicable drawings, standards, specifications, and inspection plans. Free on Board (FOB) Origin (after loading) delivery of the approved First Article will be nine months after contract award; FOB Destination delivery will be 12 months after option exercise thereafter. Production units will be 100 per year until completion. This solicitation will not be set-aside for small business. The solicitation will be available on or about 23 March 2017. It is the responsibility of the interested Vendors to monitor the Federal Business Opportunities website (fbo.gov) for amendments that may be issued to this solicitation. For changes made after the closing date, only those Offerors that provide a proposal will be provided any changes/amendments and considered for future discussion and/or award. No hard copies of the solicitation will be mailed. Offers must be submitted in the format specified in the solicitation. It is the responsibility of the Offeror to submit offers to the Government point of contact (POC) at NSWC PHD.
