This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number: P17PS00532 hereby is issued as an Invitation for Bid. This acquisition is reserved exclusively for SDVOSB business concerns. Work consists of replacing 3 septic systems inside the Rocky Springs area of the Natchez Trace Parkway. The sites are the Rocky Springs Visitor ¿s Center, the main comfort station in the Rocky Springs Campground, and the comfort station in the Rocky Springs Picnic Area. Please note, the closed restroom inside the campground is not part of this project. The Contractor will be required to design, permit, and install the septic system, line to the distribution box, and field lines to accommodate the existing facilities. At a minimum, the system must be designed to accommodate the flows identified in the asbuilt plans. The system will be required to be located within the original footprint of the existing system. No newly disturbed areas will be allowed. The campground will be closed during the installation so it is important that this system be installed as quickly as possible. Two accessible port-a-johns shall be installed while the campground comfort station is closed. The visitor center cannot be closed until after the campground installation is complete. The contractor shall provide all labor, tools, equipment and material for the complete removal of tanks and line replacement including any special technical or construction assistance which may be required. Bid Bond is required. The project range is estimated to be between $40,000 to $45,000. This acquisition is a Service-Disabled Veteran-Owned Small Business Set-Aside. Offers are solicited only from service-disabled veteran-owned small business concerns. Offers received from concerns that are not service-disabled veteran-owned small business concerns shall not be considered. The RFP will close 30 days from the actual date of issuance. The Contractor is responsible for periodically checking the website for any Amendments that may be issued prior to the closing date of the RFP. The Government intends to award a single, fixed price contract. Award selection will be made on a Best Value determination made after consideration of price and factors other than price as outlined in the RFP. Award is subject to the availability of funding at the time of award. The purpose of this solicitation amendment is to extend the bid due date until March 24th, 2017, 4:30 PM CST.
