Description
THIS IS A SOURCES SOUGHT NOTICE AND IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATIONS OR BIDS. The U.S. Army Corps of Engineers, Baltimore District (NAB), requests capability statements from qualified SMALL AND LARGE BUSINESS PRIME CONSTRUCTION CONTRACTORS interested in performing work on the potential construction of FORT MYER - BARRACKS 246 REPAIR PROJECT, ARLINGTON, VIRGINIA. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICIATION IS CURRENTLY AVAILABLE. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this Notice. In accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 236.204, the Magnitude of this project is between $25M and $100M. The NAICS Code for this solicitation will be 236220 with a size standard of $36.5 Million. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business (SB), Section 8(a), Historically Underutilized Small Business Zones (HUB-Zone), Service-Disable Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB). The Government must ensure these is adequate competition within any given socioeconomic category of responsible contractors. Large businesses are not prohibited from submitting a response to this notice; however, SB, Section 8(a), HUB-Zone, SDVOSB, and WOSB businesses are highly encouraged to participate. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting that they must perform at least 15% of the cost of the contract, not including the cost of materials, with their own employees for general construction type procurement. PROJECT DESCRIPTION: NAB has been tasked to solicit for and award construction services to renovate an existing three-story historic barracks structure, Building 246, located at Fort Myer, VA. Proposed project will be a competitive, firm-fixed price, Design/Build contract procured in accordance with FAR 15, Contracting by Negotiations, under a two-phase Best Value Tradeoff Process. The intent of the repairs is to improve the quality of life for the residential occupants of the building structure and a general upgrade of finishes and aesthetics of the building interior spaces, while maintaining the required company command and control, supply and administrative functions necessary to operate the building facility. The two companies that occupy these barracks are comprised of the very elite soldiers that have been selected to represent the Army in their most sacred ceremonies and national events. This project shall consist of systems upgrades for maintenance and sustainability purposes, full slate roof replacement, interior space reconfiguration, interior finish upgrades for quality of life purposes, and minor new construction for accessibility purposes and AT/FP compliance. Existing engineering systems, e.g. heating, ventilation, and air conditioning (HVAC), plumbing, fire suppression, fire alarm, power, lighting, and communications systems are to be removed and replaced in their entirety, with some exceptions. The existing slate roof will be replaced with a new slate roof shingle assembly. Additionally, new blast resistant windows are to be installed. The exterior is to receive miscellaneous small repairs, including doors, porch railings and soffit. The Contractor shall be required to perform all work in accordance with the access and security requirements of the Fort Myer Army Base. All personnel working on any project relating to this acquisition must be a United States citizen. Responders should address ALL of the following in their submittal: 1. Firm's name, address, point of contact, phone number, e-mail address, CAGE code, DUNS number and primary nature of your business. 2. Indicate if your company is currently registered with the Systems for Award Management (SAM) database. If not, indicate if it has been registered or does it plan to register. 3. In consideration of NAICS code 236220, with a small business size standard in dollars of $36.5M, indicate which of the following small business categories your business is classified under: Small Business, Veteran Owned Small Business, Service Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Small Business, HUBZone Small Business, or 8(a) Business. 4. Provide a letter from the surety regarding the bonding capability for a single contract action and aggregate of the interested small business prime contractor. 5. Indicate if your company interested in performing as a prime or subcontract for the above project. 6. Provide three (3) examples of projects similar to requirements described above within the past six (6) years. Include point of contact information for the examples provided, as past performance on indicated projects may be verified. 7. Total submittal shall be no longer than ten (10) pages in one (1) pdf file. Comments will be shared with the Government and the project design team, but otherwise will be held in strict confidence. Interested parties who consider themselves qualified to perform the above-listed requirement are invited to submit a response to this Sources Sought Notice NLT 1:00 p.m. eastern standard time March 22, 2017.
