- Questions Answered Questions W911S7-17-B-0001 Propane Requirement 1. Can bid responses be submitted via email? No electronic bids will be accepted only Sealed Bids received in closed packet. 2. Can the due date be extended until Friday, 3/17? No 3. Who is the incumbent supplier? Goodrich Gas 4. Is the Contractor able to install tank monitors to track usage? No 5. Is there any flexibility for the 50% fill tank requirement? No 6. Is the 50% fill tank requirement for every tank listed in the solicitation? Yes 7. The Contractor does not manufacture propane but rather distributes it so pricing of the product is out of their control. It can spike based on inventory, weather or supply issues. What if the monthly unit price adjustment is more than 20% of the previous months' average unit price? The adjusted price paid will be a maximum or a minimum of 20% of the previous month's average unit price 8. Please explain the following paragraph in more detail. Does this mean that the Contractor may not be paid? "The Government's responsibility for making the end of the month unit price adjustments shall be contingent upon the availability of appropriated funds for which payment for such adjustments can be made. No legal liability on the part of the Government for any such unit price adjustment may arise until funds are made available to the Contracting Officer for payment of such unit price adjustments." Contractor will be paid once availability of funds, FAR 52.232-18 9. What is the protocol if tanks and/or systems are found to be out of code or in need repair or maintenance? Will the Government pay for any approved repairs? The Contractor will notify the Contract Inspection Branch of the issue. The Government will make all the necessary repairs. 10. Under the documentation to support invoicing, the Contractor's tickets will not have the truck driver's signature and clearly printed name. Is this acceptable? No 11. The Contractor is only able to provide one copy of delivery ticket per delivery made. Is this acceptable? No 12. Is the contract based off the BPN (Butane-Propane News) or off of a different scale? Refer to the next to the last paragraph on page 17 in section G5 - Ordering Procedures in the solicitation. 13. Does Fort Leonard own their own tanks or are they owned by the incumbent? All of the tanks are Government owned 14. How often are deliveries made? Are they on keep full or just on a as needed basis? Refer to Part 5 of the PWS (page 14), specifically paragraph 5.4. We cannot tell you exactly how often deliveries are made. It will be up to the Contractor to monitor the tanks to ensure that they are maintained at an acceptable level as defined in paragraph 5.4.
