- Specifications This is a sources sought synopsis/pre-solicitation notice for non-commercial supplies as prepared in accordance with the format in FAR Subpart 5.207, as supplemented with additional information included in this notice. NSWCPD Philadelphia seeks to award a firm fixed price (FFP), Indefinite Delivery Indefinite Quantity type contract with a three (3) year ordering period to the York International Corporation, 631 South Richland Avenue, York, PA 17403. The Naval Surface Warfare Center Philadelphia Division (NSWCPD) has established a requirement for the following: Year 1- a maximum of two (2) 200 Ton DDG-51 Class kits; one (1) unit LSD 130 Ton AC Plant Year 2- a maximum of four (4) 200 Ton CG Class kits + one (1) aux Kit; two (2) 125 Ton LSD-44/49 Class kits; two (2) 200 Ton DDG-51 + one (1) aux kits for DDGF-61 Year 3- a maximum of four (4) 200 Ton DDG-51 Class kits + one (1) Aux kits for DDG-81 The required delivery of the supply items is fifteen (15) months after date of issuance of the order. The NAICS Code for this procurement is 336611 with a size standard of 1250 employees. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals and does not constitute a solicitation. However, all proposals received within ten (10) days after date of publication of this sources sought notice will be considered by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested companies shall submit the following information: -A company profile including the DUNS number and a statement regarding current small/large business status (including all applicable categories of small business: Service-Disabled Veteran-Owned Small Business, HUBzone, 8A, Woman-Owned Small Business, Veteran-Owned Small Business or Small Disadvantaged Business); - Specific past performance on same or similar items provided by the offeror as a prime contractor within the past five years, including a description of the items provided, the dollar value of the effort, and the contract number. THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. This notice is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or promise to issue an RFP in the future. The purpose of this announcement is to conduct market research to assess if there is reasonable expectation of receiving two or more technically acceptable, reasonably priced proposals. This notice does not commit the government to contract for any supply or service whatsoever. If a solicitation is released, it will be released on the Federal Business Opportunity website at www.fbo.gov. It is the responsibility of the potential respondents to monitor this site for additional information pertaining to this potential requirement. The information provided in this Sources Sought notice is subject to change and is not binding on the Government. Further, the release of the Sources Sought notice should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. Respondents are advised that the U.S. Government will not pay for any information or administrative cost incurred in response to this Sources Sought notice. All costs associated with responding to this notice will be solely at the interested party's expense. All information and data received in response to the sources sought marked or designated as corporate proprietary information will be fully protected and held in strict confidence. Failure to respond to this Sources Sought notice will not preclude participation in any future RFP, if issued. Responses: Responses to this Sources Sought notice are due no later than close of business 20 March 2017. Unclassified responses shall be submitted via e-mail to Nicole Eckman at nicole.eckman@navy.mil. Verbal questions will not be accepted. Accordingly, questions shall not contain any classified information. The Government does not guarantee that questions submitted after 16 March 2017 will be answered.
