- This is not a request for quotations or an announcement of a forthcoming solicitation, but merely notification of the Social Security Administration's (SSA) intent to issue, on a sole-source basis, a firm fixed price purchase order to Conquest Systems,Inc. for access to their online subscription entitled "Data-Planet Statistical Datasets". Under the authority of Federal Acquisition Regulation (FAR) Part 6.302-1, the Contracting Officer has determined that the circumstances of the contract action deem only one responsible source and no other supplies or services will satisfy agency requirements. Data-Planet Statistical Datasets is only available from its producer and manufacturer and not through dealers or distributors. The period of performance will be for twelve months, beginning April 1, 2017 through March 31, 2018. Data-Planet Statistical Datasets is a web-based research solutions tool that provides access to more than 90 billion data points from licensed and public domain datasets within one graphical interface. Data-Planet Statistical DataSets aggregates over 590 public domain and licensed quantitative datasets and makes the data available from within a single interface. Users scan the contents of these datasets, select subjects and variables of interest, and view the data in side-by-side tables and charts. The product also provides accompanying metadata in the form of citation records to provide details on how the data were collected and obtained. Library users will access the subscription via the Web through the SSA Digital Library, which resides behind the Agency's firewall and is password protected. Staff in ORDP will use this item to conduct macroeconomic analyses and forecast trust fund accounts using time-series data. This requirement is utilizing procedures in FAR Part 12 in conjunction with procedures in FAR Part 13. A determination by SSA not to compete this proposed requirement based upon responses to this notice is solely within the discretion of SSA. Information received will be considered for the purposes of determining whether to conduct a competitive procurement. The government does not intend to pay for information provided in response to this notice. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. Responses should be submitted by 9:00AM ET on March 15, 2017. If SSA does not receive an acceptable response to this announcement by March 15, 2017, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with Conquest Systems, Inv. as the only source and a purchase order will be issued without any additional notices being posted.
