- Wage Determination Statement of Work Section A Description This is a combined synopsis/solicitation for commercial services prepared in accordance with the format prescribed in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation is being issued as a Request for Quote (RFQ); solicitation number is FA6656-17-R-0002. A firm fixed price contract is contemplated. All responsible sources may submit a quote which shall be considered by the agency. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95 effective 19 January 2017. North American Industrial Classification Code (NAICS) 485113. This procurement is using full and open competition. The 910th AW has a requirement to procure commercial services and commodities. Offering contractors are required to be registered in System for Award Management (SAM) prior to award. Contractors may register at HTTPS://www.sam.gov. To be included on the Potential Prime, Subcontractor, and/or Supplier List, interested parties should identify themselves by registering on the Interested Vendors List (IVL) found on the FBO website. Section B Schedule of Supplies and Services CLIN 0001 - Bus Transportation for the Youngstown Air Reserve Station Air Show 17-18 Jun 17 Period of Performance: 17-18 June 2017 Place of Performance: 910th AW 3976 King Graves Rd. Vienna, OH 44473 FOB Destination Background The government requires busing services for the 2017 Youngstown Air Reserve Station (YARS) Air Show as described in the attached statement of work. The requirement is for one-hundred (100) buses with a capacity of forty-eight (48) passengers each as well as six (6) handicap buses with a capacity of forty-eight (48) passengers each. The buses are to transport passengers to and from the designated parking locations to the air show location. General Requirements The contractor shall supply all management, tools, supplies, fuel, food, water, lodging, equipment, and labor necessary to ensure complicance with the statement of work. The requirement is for one-hundred (100) buses with a capacity of forty-eight (48) passengers each as well as six (6) handicap buses with a capacity of forty-eight (48) passengers each. Bus quantities may be reduced or increased as requested by YARS Contracting office. The buses are to transport passengers to and from the designated parking locations at 3566 Larchmont Ave NE, Warren OH 44483 and 4314 Mahoning Ave, Warren OH 44483 to the designated drop-off location at 3976 King Graves Rd. Vienna, OH 44473. Bus routes will be predetermined and provided to the contractor at least one week prior to event. Contractor will supply at least one on-site Bus Director. The bus director will arrange for all drivers, busing support people, and the director to receive a briefing on emergency actions, medical emergencies, suspicious device actions and mass evacuations, and a walk or drive thru of all appropriate bus routing, plus bus pick up and drop off points prior to 0830 on June 17th. In the event of a bus going out of service, the contractor is responsible for the towing and repair of the vehicle and engagement of a replacement bus within three hours of the vehicle going out of service. Contractor Security Information/Clearance All employees who require on-base access must pass a background check. Schedule The air show is scheduled to take place on 17-18 June 2017. Hours of operation are to be between 0900 hours to 1800 hours unless a contracting officer has requested an extension. Vendor will have buses and drivers available if there are still members of the general public that need to be returned to their bus pickup origination points due to unforeseen circumstances after 1800 hours the days of the air show.
