- IECU Draft Solicitation This is a DRAFT Solicitation for the U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG) Solicitation No. W911QY-17-R-0020. The US Army Contracting Command, Aberdeen Proving Ground, Natick Contracting Division (NCD) on behalf of Product Manager Force Sustainment Systems (PM-FSS), located at the Natick Soldier Systems Center intends to issue a solicitation under Authority of FAR part 15, for Improved Environmental Control Units (IECU). IECU website: http://www3.natick.army.mil/IECU.aspx The IECU program represents a comprehensive effort to produce, procure and field a new generation of small IECU units to replace legacy Environmental Control Units (ECUs) currently in use, which are heavy, inefficient and utilize ozone depleting refrigerants. For this acquisition, based upon program priorities, available funding and the successful completion of Engineering and Manufacturing Development (EMD) phase, four "Horizontal Compact" IECU variants will be produced as follows: 1) 9,000 Btu/hr, 115 volt, single phase, 50/60 Hertz; 2) 18,000 Btu/hr, 208 volt, 3 phase, 50/60 Hertz; 3) 18,000-Btu/hr, 230 volt, single phase, 50/60 Hertz; and, 4) 36,000-Btu/hr, 208 volt, 3 phase, 50/60 Hertz. The Government plans to award a single Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The anticipated contract is planned to be structured with five (5) production years and is planned to be executed in two distinct phases: 1) Low Rate Initial Production (LRIP); and 2) Full Rate Production (FRP). Potential offerors are encouraged to provide comments to the government on the "DRAFT Solicitation". Questions may not be answered based on the "DRAFT Solicitation" and submitted comments. The formal solicitation is expected to be released on, or about 31 March 2017. When released, the formal solicitation, including all amendments, exhibits and attachments, will be available in electronic medium via Fedbizopps.gov (TELEPHONE CALLS WILL NOT BE ACCEPTED). A question and answer period will be available when the formal solicitation is released. During that time frame questions shall be submitted no later than the date specified in the solicitation. The Government will provide its answers to the questions. The Government will not guarantee a response to any question and/or clarifications after the submission deadline stated in the solicitation.
