Description
This notice serves to notify potential offeror's of the Government' intent to solicit "Brand Name Only" components for fire alarm systems on a sole source basis in accordance with 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(c), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" for programmatic new construction and renovation projects at the United States Military Academy (USMA), West Point, NY to include the following projects: FY17 MILCON Projects FY16 UMMCA PN-87892 Fire Suppression Systems, Hangars 108/109. FY16 MCA PN-45707 Wastewater Treatment Plant FY17 SRM Projects Quarters 100 Tunnel Constitution Island, Phase 2 Building 604, Central Boiler Plant (Design-Build) Eisenhower Hall Phase 3A Eisenhower Hall Phase 3B Bartlett Hall Roof Repairs Due to post-wide compatibility issues, all Fire Alarm Control Panels (FACP) must be able to provide point reporting to the Monaco D-21 Central Receiving Station at the USMA West Point Fire Department Dispatch. Additionally, all Fire Alarm Systems (FAS) and Mass Notification Systems (MNS) must be compatible with and shall communicate seamlessly with the D-21 Central Receiving Station without impairing operational function or reliability of any existing FAS or MNS. Use of interfacing relays between the FACP and communications transceiver to provide point or zonal alarm trouble status shall not be permitted. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any vendor that wishes to provide alternate sources that are compatible with the Monaco D-21 Central Receiving Station must provide a response with data supporting the claim by March 23, 2017 at 1:00PM EST to the point of contact listed below. The US Army Corps of Engineers, New York District will not reimburse for any costs connected with supplying sufficient detail to demonstrate the ability to comply with the requirement listed.
