Description
We requested several times for FedBizOpps to provide a link to the Sources Sought Notice that we had twice uploaded, but, to date, it is still not showing. Therefore, the Notice is provided below. SOURCES SOUGHT NOTICE The purpose of this SOURCES SOUGHT/MARKET RESEARCH notice is to elicit interest, capability and availability from prospective offerors on a proposed design-build construction project in Afghanistan. This is NOT a solicitation. Responses to this notice will be used by the Government to make appropriate acquisition decisions. The U.S. Army Corps of Engineers, Transatlantic Afghanistan District (TAA), requests letters of interest from qualified firms interested in performing what is described on the synopsis of the Scope of Work below. The Government intends to award a firm-fixed-price design/build construction contract, using the NAICS Code of 236220 -- Commercial and Institutional Building Construction. SYNOPSIZED SCOPE OF WORK The project consists of the design and construction of the MD-530 Hangar and Maintenance Shop repairs for the Afghan National Army (ANA) Air Force Detachment at a location in Balkh Province, Afghanistan. The facilities have experienced settlement of the adjacent sub-grades which has caused damage to the foundation and steel structure. Project requirements shall include, but not be limited to, the design program, management, quality control, onsite supervision, all materials, labor, equipment and any other construction components and services required to accomplish this project. The Contractor shall provide all design-related effort necessary to provide a topographic survey, develop a grading plan, perform design analysis, and provide construction-related documentation for both the facilities and site features. Facility design analysis shall include structural, architectural and electrical in accordance with the scope of work and contract requirements. Site features shall include grading, storm drainage features, sanitary sewer systems, water supply, electrical systems diagnostics and repairs, and telecommunication diagnostics and repair in accordance with the scope of work and contract requirements. The Contractor shall demolish previously constructed work sufficient to provide required repairs and completion of the new construction. Specific work shall include, but not be limited to, the Contractor exposing and replacing existing utilities, replacing electrical equipment concrete pad, repairing and replacing structural steel frame members, inspecting concrete slab structural fills, and providing earthwork to include filling and grading. Geotechnical information is available for this site. However, any site-specific geotechnical data required to complete construction activities for this project shall be the Contractor's responsibility and shall be considered incidental to the Contractor-provided design. PROCUREMENT EVALUATION METHODOLOGY This will be a full and open competitive procurement for a firm-fixed-price construction contract, using Tradeoff Source Selection evaluation procedures pursuant to Federal Acquisition Regulation (FAR) Parts 15 and 36. It is anticipated that the Request for Proposal (RFP) will be issued on or about 30 May 2017. The estimated magnitude of this project is between $1,000,000 and $3,000,000.
