- This announcement seeks information form industry, which will be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. Respondents will not be notified of the results of the evaluation. The U.S. Army Regional Contracting Office - Erbil, Iraq has been tasked to solicit for and award a non-personnel services contract for Explosive Detection Dog Handler training. This requirement is further defined below. The type of solicitation to be issued will depend upon the responses to this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The Contractor shall provide a training course for the entire training of up to up to six EDD handlers that will include classroom instruction and practical application. Topics of instruction will include safety procedures, maintenance and sanitation requirements of the EDDs, EDD first aid, principals of conditioning and obedience, search patterns and techniques to include vehicles and trucks, buildings and warehouses, cargo and luggage, and open areas, explosive safety and identification, record keeping. Training will cover at a minimum 180 hours of instruction and practical application. The Contractor will provide all training materials to the government for approval prior to training commencing. The Contractor is responsible for all necessary approvals to safely handle and manage training materials in Iraq. Trainers must be authorized to certify trainees in accordance with International Mine Action Standards. The Contractor shall provide and evaluation in accordance with International Mine Action Standards. The Contractor will remediate any trainee that is unable to complete the evaluation until certification can be achieved. The Contractor shall have a safety program and submit a safety plan for government approval prior to beginning the training. The Contractor shall ensure a safe work environment in strict compliance with all risk assessments. The Contractor shall provide safety personnel as needed to prevent injuries and accidents during construction. The Contractor shall ensure no unauthorized foot traffic, vehicle traffic, or bystanders are on any work site for the duration of the project.
