Description
SUBJECT: Army Targetry Systems (ATS) III The United States Government has a requirement to procure live-fire training ranges to be installed at various geographical locations throughout the world under the Army Targetry System (ATS) III program. These ranges will be utilized to conduct live-fire training by U.S. forces and/or its allies for the purpose of developing and improving their combat skills when they are called upon to conduct military exercises and/or participate in actual combat actions against opposing forces. The evaluation of proposals submitted in response to this solicitation shall be conducted on a source selection basis utilizing a "tradeoff" process to obtain the best value to the Government. The full and open competitive source selection process will result in an award to up to five firm-fixed price contracts. The NAICS code for the solicitation is 332999 and the PSC is 6920. The ATS III Solicitation is released on a full and open basis and is intended to result in the award of up to five, Firm Fixed Price, 5-year Multiple-Award (MA) Indefinite-Delivery/Indefinite-Quantity (IDIQ) type contracts. However, the Government reserves the right to award more or less than five MA IDIQ contracts. The Government also reserves the right to make no award as a result of a solicitation. In accordance with (IAW) Federal Acquisition Regulation (FAR) 16.504(a)(4)(ii), the minimum quantity of supplies the Government will acquire under each MA IDIQ contract awarded under the ATS III program is 20 Iron Maiden Silhouettes. The combined maximum contract value for all contracts resulting from the ATS III solicitation will be $125,000,000. The closing date for the solicitation is April 10, 2017. This solicitation will be issued electronically IAW FAR 4.502 and 5.102; therefore, hardcopies will not be provided. Vendors wishing an electronic copy may download it on or after the issue date by visiting the Federal Business Opportunities (FBO) website <https://www.fbo.gov>. The award of the contract/s is estimated on/about September 29, 2017. All responsible sources may submit a proposal which shall be considered by the agency. Submissions must be made in accordance with the instructions outlined in the solicitation. The solicitation incorporates Export Controlled Technical Data Packages (TDPs). Access to the Export Controlled portions of the TDP will require vendors to be certified in the Joint Certification Program (JCP). CAUTION: This solicitation is issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders mailing list. It is therefore incumbent upon any interested parties to periodically access the above internet address in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for bid opening/receipt of proposals may render your bid or proposal nonresponsive and result in the rejection of same.
