- The Centers for Disease Control and Prevention (CDC), National Center for Emerging and Zoonotic Infectious Diseases (NCEZID) intends to award a sole source contract to Emory University, Department of Mathematics and Computer Science, 400 Dowman Drive, Atlanta, Georgia 30322. The purpose of this acquisition is for Amplicon Phasing through Mathematical Modeling for the Subtyping of PulseNet Pathogens in Stool. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) in accordance with the Federal Acquisition Regulation (FAR) Subpart 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. The North American Industry Classification System (NAICS) is 541712, titled Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology). The offeror shall provide a mathematical modeling software for the assignment of subtyping amplicons to their pathogen strain of origin when multiple pathogen strains or closely related organisms are present in the sample. The software shall estimate the number of strains present in the original sample and assign alleles for each locus in the subtyping schema to a strain. The software shall also provide a measurement of the confidence in the strain number and allele assignments, and perform tasks with subtyping schema that contains thousands of amplified loci and computing hardware resources within a specified time frame. This is a notice of intent and not a request for competitive quotations or proposals. No solicitation will be posted on the Federal Business Opportunity website. We will issue only one solicitation to the Emory University, Department of Mathematics and Computer Science in Atlanta, Georgia. However, all interested parties who believe they can meet the requirements and standards for Amplicon Phasing may submit their capability/qualifications and other supporting information to the Germaine Mullins at gmullins@cdc.gov on or before Monday, March 13, 2017 at 10am Eastern Time. Please reference Request for Proposal Number 2017-N-18143 in the subject line of the email. Responses to this posting must be submitted in writing via e-mail only. All information received on or before Monday, March 13, 2017 at 10am Eastern Time of this notice will be considered by the Government to determine if the more than one firm can meet the Government's requirements and is capable of providing technically acceptable services. A determination not to compete the described requirement based upon responses to this notice is solely within the discretion of the Federal Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement
