- Statement of Objectives-Base IDIQ HDTRA1-08-D-0016 Request for Information: This is not a solicitation. This request for information is for informational and planning purposes only. It is not to be construed as a commitment by the Government. The Government does not intend to award a contract on the basis of this notice or to otherwise pay for the information requested. Defense Threat Reduction Agency (DTRA) has an upcoming requirement for agency-wide IT services and support. The enclosed information is provided to you for comment, questions and suggestions. BACKGROUND: The Defense Threat Reduction Agency's (DTRA) mission is to safeguard the United States and its allies from Weapons of Mass Destruction (WMD) by providing capabilities to reduce, eliminate, and counter the threat and its effects. The mission dictates a diverse set of customers and unique mission requirements. As the organization evolves, the demands on Information Technology (IT) and associated cybersecurity controls increase accordingly. The Chief Information Office supports DTRA's mission by transforming how the agency utilizes knowledge, technologies, and capabilities to achieve the following goals: • Evolve information technology in support of WMD mission performance • Enhance knowledge sharing and communications across the WMD workforce • Enable and maintain robust and efficient communications and computing capabilities • Establish governance to effectively track and utilize our information resources PURPOSE: The DTRA requests industry input on concepts and strategies to implement this vision, to include emerging requirements. The DTRA envisions a requirement for a broad range of agency-wide IT services and support. The DTRA is seeking infrastructure and mission support that will cross all security domains in a research and development and operational capacity. SCOPE: The DTRA is seeking agency-wide IT services and support, to include migration of IT to the Cloud in accordance with DoD policies and industry best practices. The DTRA has identified several key IT services and support functional areas: • Engineering • Operations and Maintenance • Cloud Services (Migration, Management and Provisioning) • Cyber Security • Governance • Knowledge Management • Integration • Asset Management These key areas have been parsed into potential tasks. Tasks that are being considered include, but are not limited to: • Network Engineering and Operations • Architecture (Storage Management; Geospatial Information Systems; Enterprise Information Environment) • Countering Weapons of Mass Destruction (CWMD) System Development (Software Development) • Project Management (Manage agency IT initiatives) • Systems Engineering (Design, engineer, integrate, and implement IT Solutions) • Quality Assurance (IT products and services) • Test and Evaluation (Verification and Validation) • Operations and Maintenance (Break-Fix & Corrective Maintenance; IT Operations [infrastructure]; Monitor & Control; New User/Relocation; Problem Resolution; System Administration; Telecommunication; and Audio/Visual) • Communication Security (Management and Custodial Services) • Configuration Management (Manage core service configuration baseline) • Continuity of Operations/Disaster Recovery (Plan and develop solutions; Storage Area Network; Redundancy) • Cloud Services (Brokerage, Provisioning and Management; Operations) • Cyber Security (Cross Domain Support; Cyber Security Service Provider; Risk Management Framework) • Governance (Policy; Capital Planning and Investment Control; Internal Controls; Quality Assurance; Reporting; and Requirements) • Knowledge Management (High Performance Computing [Efficiencies and implementation - {Big Data, Exascale, HPC Cloud}], Big Data Analytics, Sources, and Storage; Data Sharing; Content Management; Data Visualization; E-Discovery; Forensics) • Asset Management (Technology Forecasting; Technical Reviews; Procurement; and Lifecycle Management) ESTIMATED ACQUISITION TIMELINE: • Industry Day - June 2017 (Possibly multiple as needed) • Draft Request For Proposal- November 2017 • 2nd Industry Day -November 2017 (if required) • Request for Proposal - January 2018 • Contract Award - August 2018 REQUESTED INFORMATION: Contractors should furnish a White Paper (20 pages or less). The White Paper should outline your organization's concepts and strategies to implement this vision, and identify any gaps within the functional area and task list (missing or ambiguous requirements). The current ITSS contract HDTRA1-08-D-0016 is a five (5) year base period with one (1) five (5) year option. It is a single award IDIQ using a mixture of Cost, Cost Plus Fixed Fee (CPFF), Cost Plus Award Fee (CPAF) and Firm Fixed Price CLINs. It was solicited under full and open competition. The North American Industry Classification System Code is 541513. Various Product Service Codes (PSCs) have been used: AD26, D301, D302, D305, D306, D310, D318, D399, V999, 5805, 5895, 7010, 7030 and 7035. The incumbent is Lockheed Martin (Pending Leidos Novation) and the ceiling value of the current effort is: $475 Million. Primary performance locations: National Capital Region (NCR), Eglin Air Force Base (Florida), Travis Air Force Base (California), Albuquerque, New Mexico and Germany. Additional performance locations may be added. Continental United States (CONUS) and Outside Continental United States (OCONUS) travel will be required based on mission requirements. The Statement of Objectives (SOO) for the Base IDIQ is enclosed. A Top Secret facility clearance is required. *Note that the above contract does not encompass all of the services being sought out as part of this effort.* We are requesting industry input in providing strategies to consider another single or multiple award contract(s) encompassing all capabilities or strategy to separate efforts into many contracting vehicles. No specific strategy or vehicle has been determined. Feedback in the white paper should also include specific questions, comments, issues of clarification, timeline and suggestions for refining documents to reflect clear guidance to industry and industry trends and best practices. Questions may be submitted as an appendix to the white paper. They will not count towards the page limit. Failure to respond to this RFI will not preclude contractors from submitting proposals once a solicitation is issued. We do encourage potential contractors to be involved in the process early on. Vendors should also address the items below: 1- What approach would you suggest in separating or combining efforts? Explain how it can be executed. 2- What is a reasonable transition timeframe? 3- Would you recommend a single award or multiple award and how many? Also- single award or multiple award in what areas of capabilities? 4- What percentage of the requirement would you anticipate to provide opportunities to subcontract to socio-economic set aside programs? Are there particular areas that lend themselves or don't lend themselves to subcontracting? 5- Provide a list of contract vehicles on which you are currently performing similar services. Please include the following: title, contract number, NAICS, PSC (if available), method (full and open, set-aside, etc.), period of performance, contract amount (ceiling if IDIQ) and number of Full Time Equivalents (FTEs) and types of services being provided. 6- Provide your areas of capabilities from those listed in the scope above and closely related areas. 7- What are industry best practices and/or trends in the delivery of the services listed above? How are other government agencies procuring these types of services? 8- Provide your Cage Code, DUNS Number as well as specifics regarding your business size (Large, Small, SDVOSB, WO, 8a, etc). 9- What is your facility clearance? *Do not merely submit capabilities statements.* We are attempting to gather information from industry to develop the best approach to gathering, defining and providing requirements as well as to the best approach to procure requirements. We request that industry refrain from contacting the customer. All questions should be submitted in writing so we may: note any trends in information that is being requested and provide the answers to all interested parties via FBO. DTRA is coordinating Industry Days in support of this effort. Industry Day will allow for opportunities for contractors to meet with the IT Program Office. Instructions on registering for Industry Day will be provided in the industry day notice May 2017. All interested parties must submit their responses no later than 12:00 PM Eastern Standard Time on Tuesday, March 21, 2017. For consistency, the respondents are instructed to submit their response in either MS Word (.doc) or Adobe Acrobat (.pdf) format.
