- SOURCES SOUGHT SYNOPSIS The GSA PBS is seeking information regarding the following requirement from Small Businesses Only: This Sources Sought Synopsis is issued solely for planning purposes and is a market research tool to determine availability and adequacy of potential sources. This is not a Request for Proposals or Quotes (RFP or RFQ) or an obligation on the part of the Government to acquire any goods or services. Responses to this Synopsis are not offers and cannot be accepted by the Government to form a binding contract. The Government reserves the right to determine how it should proceed as a result of this synopsis. Furthermore, those who respond to this Synopsis should not anticipate feedback with regard to its submission. The Government will not pay any cost incurred associated with responses. All costs associated with responding to this Synopsis will be solely at the responding party's expense. The information provided in this Synopsis is subject to change and is not binding on the Government. Please carefully review this posting and respond according to the directions listed at the end of this document. GSA PBS Region 2 is contemplating a solicitation for Repair and Alteration services under the Simplified Acquisition Threshold (SAT) (i.e. under $150k per project). The anticipated multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contracts will service the following geographic locations of Upstate New York: (North, Central, East, and West): North Zone includes (Counties of Jefferson, St. Lawrence, Franklin Clinton, and Essex) It is to include the following federally owned building: NY0000CB US Border Station Facility Chaplain; NY0000CI US Border Station Facility Chateauguay; NY0000MB US Board Station Facility Massena; NY0000OC Robert McEwen US Customhouse; NY0059ZZ Fort Covington Land Port of Entry; NY0196ZZ Overton Land Port of Entry; NY0197ZZ Rouses Point Land of Entry; NY021ZZ US Border Station Trout River; NY0354AB US Border Station Alex Bay. It is also to include all GSA managed leases in the Jefferson, St. Lawrence, Franklin Clinton, and Essex Counties. East Zone includes (Counties of Hamilton, Warren, Washington, Fulton, Saratoga, Schenectady, Rensselaer, Albany, Schoharie, Rensselaer, Delaware, Greene, Columbia, Sullivan, Ulster, Dutchess, Orange, Putnam, and Rockland). It is to include the following federally owned buildings: NY0000SY - Scotia Depot Facility; NY0002ZZ - James T. Foley Federal Building and US Courthouse;NY0300ZZ - Leo W. O'brien FB. It is also to include all GSA managed leases in the Hamilton, Warren, Washington, Fulton, Saratoga, Schenectady, Rensselaer, Albany, Schoharie, Rensselaer, Delaware, Greene, Columbia, Sullivan, Ulster, Dutchess, Orange, Putnam, and Rockland Counties. Central Zone includes (Counties of Lewis, Oswego, Oneida, Herkimer, Oneida, Onondaga, Cayuga, Madison, Otsego, Chenango, Cortland, Cayuga, Tompkins, Tioga, and Broome) It is to include the following federally owned building: NY0281ZZ James M. Hanley Federal Building and US Courthouse; NY0218ZZ Alexander Pirnie Federal Building and US Courthouse; NY0016ZZ Binghamton Federal Building and US Courthouse. It is also to include all GSA managed leases in the Lewis, Oswego, Oneida, Herkimer, Oneida, Onondaga, Cayuga, Madison, Otsego, Chenango, Cortland, Cayuga, Tompkins, Tioga, and Broome Counties. West Zone includes (Counties of Niagara, Erie, Chautauqua, Cattaraugus, Wyoming, Genesee, Orleans, Monroe, Livingston, Allegany, Steuben, Ontario, Wayne, Seneca, Schuyler, Chemung). It is to include the following federally owned buildings: NY0304ZZ Kenneth B. Keating Federal Building and US Courthouse; NY0371ZZ. It is also to include all GSA managed leases in the Niagara, Erie, Chautauqua, Cattaraugus, Wyoming, Genesee, Orleans, Monroe, Livingston, Allegany, Steuben, Ontario, Wayne, Seneca, Schuyler, Chemung Counties. An organization that is not considered a small business under the applicable NAICS code (236220) should NOT submit a response to this notice. The Small Business size standard for NAICS code 236220 is $36.5 million dollars in average annual receipts over the past three years. This Sources Sought encourages maximum participation of interested Small Business concerns. Prior Government contract work is not required for submitting a response under this sources sought synopsis. General Services Administration (GSA), Public Building Services (PBS), Region 2 anticipates issuing a solicitation that will result in 4 (one for each zone in Upstate New York) Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) construction (repair and alteration) contracts to Small Businesses for repair and alteration work. The requirements contained within this anticipated contract will be for a broad range of Repair and Alteration services in Government and leased buildings. The Government anticipates issuing the solicitation for this acquisition on or about July 2017. If qualified and interested, per the definition above, please submit a letter (maximum of 3 pages) via email stating the following: 1) Contact information: 1.1. Name of company 1.2. Business title 1.3. Institution or organization affiliation 1.4. Representative's e-mail address 1.5. Representative's phone number 1.6. Company's DUNS number 2) Business size for the assigned NAICS code. In addition to the size of business, indicate any other socioeconomic designations such as 8(a), Small Disadvantaged Business, HUBZone Small Business, Service Disabled Veteran Owned Small Business, Small Women-Owned Business, etc. 3) Capabilities statement, which shall include information detailing at least three (3) "similar contracts substantially completed within the past five (5) years. A similar contract is defined as one that is comparable in magnitude, scope, complexity and duration to the requirements as defined by this Notice. 4) Bonding capabilities shall include single project limit and aggregate limit, or ability, plans, and anticipated timeframe to obtain bonding. 5) If you are responding to this Notice from outside the geographic location of the work, please provide a narrative detailing how you propose to mobilize and perform the work at a fair and reasonable price to the Government. Each response shall be reviewed by the Contracting Officer/Specialist for the purpose of determining whether there exists a reasonable expectation of obtaining a sufficient number of offers from responsible small businesses that are competitive in terms of market prices, quality, and delivery. All information furnished to the Government in response to this notice will be used for review purposes only. Responses must be submitted to this office by email by 12:00 PM ET on Friday, March 24, 2017. Submit response and information via email to: andreea.surdu@gsa.gov. All prospective offerors are responsible for monitoring this site for the release of all other information pertaining to the synopsis and future solicitation.
