Description
1.0 Introduction The Naval Air Systems Command (NAVAIR), Program Executive Office (PEO) Assault (A), V-22 Joint Program Office (PMA-275) is seeking sources to provide support for the Integration of the Silent Knight Radar, AN/APQ-187 (NSN: 5841-01-564-5642), on the CV-22 Tiltrotor aircraft. 2.0 Disclaimer THIS ANNOUNCEMENT CONSTITUTES A SOURCES SOUGHT SYNOPSIS. THIS SOURCES SOUGHT IS ISSUED AS MARKET RESEARCH SOLELY FOR INFORMATION AND PLANNING PURPOSES - IT DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL (RFP) OR A PROMISE TO ISSUE AN RFP IN THE FUTURE. THIS SOURCES SOUGHT DOES NOT COMMIT THE GOVERNMENT TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. THESE REQUIREMENTS ARE SUBJECT TO CHANGE AND THE INFORMATION PROVIDED BELOW IS FOR INFORMATIONAL PURPOSES ONLY. THE FINAL REQUIREMENT WILL BE DEFINED UNDER A FORMAL RFP. FURTHER, THE NAVY IS NOT AT THIS TIME SEEKING PROPOSALS AND WILL NOT ACCEPT UNSOLICITED PROPOSALS. RESPONDENTS ARE ADVISED THAT THE GOVERNMENT WILL NOT PAY FOR ANY INFORMATION OR ADMINISTRATIVE COSTS INCURRED IN RESPONSE TO THIS SOURCES SOUGHT NOTICE. ALL COSTS ASSOCIATED WITH RESPONDING TO THIS SOURCES SOUGHT WILL BE SOLELY AT THE EXPENSE OF THE INTERESTED PARTY. NOT RESPONDING TO THIS SOURCES SOUGHT DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE RFP, IF ISSUED. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE FEDERAL BUSINESS OPPORTUNITIES (FBO) WEBSITE. IT IS THE RESPONSIBILITY OF THE POTENTIAL OFFERORS TO MONITOR THIS WEBSITE FOR ADDITIONAL INFORMATION PERTAINING TO THIS REQUIREMENT. 3.0 Background The Naval Air Systems Command (NAVAIR) is to fully integrate and install the Silent Knight Radar (SKR), a Special Operation Forces (SOF) common Terrain Following/Terrain Avoidance Multi-Mode Radar solution, on-board the CV-22 Block 20. The SKR, AN/APQ-187, will replace the existing Multi-Mode Radar (MMR) AN/APQ-186 which has diminishing manufacturing source (DMS) issues and rising ownership costs. This program leverages the USSOCOM / 160th Special Operations Aviation Regiment (Airborne) (SOAR (A)) SKR program to reduce costs and maximize SKR commonality with other SOF aircraft. The objective of the SKR Integration effort is to fully integrate and install the SKR system for the entire CV-22 fleet. The SKR, AN/APQ-187 will be provided to the Contractor as Government Furnished Equipment. The configuration of SKR mechanical interfaces (exterior dimensions, weight, mounting apparatus, input power, data connections, and power connections, etc.) cannot be altered to enable air vehicle integration. The SKR Integration effort shall provide the CV-22 Non-Recurring Engineering (NRE), Test and Evaluation, Product Support, System Engineering and Program Management, Production of the CV-22 A-kit (i.e. wire harness, etc.), and Installation of the SKR (B-kit) on board the CV-22. The prospective company is expected to show a demonstrated ability to meet the entirety of the Statement of Work (SOW) requirements (see paragraph 5.0 for information on obtaining the Government Furnished Information (GFI) package which includes the SOW). 4.0 Eligibility The applicable NAICS code is 336413 with a Small Business Size standard of 1,000 employees. The Product Service Code (PSC) is 1520. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size (see paragraph 5.0). 5.0 Requested Information Interested parties must first submit a Letter of Intent (LOI) with supporting documentation required to obtain authorization to receive GFI associated with this effort. GFI shall be provided to interested sources upon authorization. The LOI shall include the following information to verify credentials (do not submit classified information): 1. An UNCLASSIFIED description of the respondent's general capabilities to support this effort 2. CAGE code, DUNS Number, and mailing address 3. Business size. Indicate whether Contractor is a Large Business or qualify as a Small, Small Disadvantaged, Small Disadvantaged Veteran Owned Small Business, Women-Owned, 8(a), Hub Zone or Service Disabled Veteran-Owned Small Business Concern. 4. POC information and mailing address to receive the GFI package 5. POC to receive additional information or clarification 6. POC for non-disclosure agreements (NDA) 7. Signed GFI NDA 8. Blank Copies of Respondent's NDA to give to an NDA Negotiation POC if that is so desired (see Paragraph 5.0 Data Markings for more details) 9. Describe Contractor's ability to manage and secure classified information After receipt of the GFI, NAVAIR expects to receive from each respondent an UNCLASSIFIED Full Response with capability summary to include the following: 1. Description of the Contractor's approach and experience with performing the following tasks to satisfy the SOW objectives and requirements as well as provide SKR Integration support for CV-22 aircraft (include specific relevant technical and management experience performed in the past five (5) years with applicable contract numbers): a. Provide a cyber-compliant integration approach to provide the NRE for the qualification, test, and integration of the SKR into the air vehicle. This includes, but not limited to, providing software support for JVX application system software; working with the SKR OEM to identify required changes to SKR operation flight plan/program (OFP) for CV-22 application; updating the crew systems interface; integrating the SKR via Ethernet and 1553 interfaces; and modifying wiring harnesses to perform integration activities. b. Provide test and evaluation support during all phases of integration and testing. c. Provide all necessary documentation (mechanical configuration and logical interfaces) needed to substantiate airworthiness qualification and approval. d. Provide sustainment support for the integrated SKR on board CV-22 aircraft, aircraft simulators and trainers as outlined in the SOW. [Note: The SKR OEM will provide sustainment support of the SKR itself once platform troubleshooting isolates the problem to this line replaceable unit.] This includes, but is not limited to, obsolescence management; maintenance planning and supportability analysis; support of technical data; training and trainer support; site activation and facilities planning. e. Pursue a disciplined approach to systems engineering and program management that supports integration and fleet retrofit before the obsolescing legacy Multi-Mode Radar is unsupportable. f. Pursue a logical and repeatable installation approach. This includes, a Technical Data Package depicting the specific work processes to complete an installation of a SKR. 2. Prospective offerors demonstrate an understanding of the performance differences between tilt-rotor, rotary wing and fixed wing platforms (i.e., examples or references). 3. The Government does not have the appropriate license rights for the SKR OFP data. As a result, each interested party must demonstrate how they intend to work with the SKR OEM to meet the SOW requirement. This includes providing a teaming commitment signed by the SKR OEM indicating that the OEM agrees to implement and enter into an associate contractor agreement with the interested party for the this effort. 4. Prospective offerors must also provide answers to questions provided in the GFI package (GFI Attachment 2). 5. Small businesses interested in subcontracting opportunities should respond by providing no more than five (5) pages citing capabilities to perform specific portions of the effort as outlined in the SOW. 6.0 Responses Data Markings. In order to complete its review, NAVAIR must be able to share a respondent's information both within the Government and with covered Government support contractors as defined in DFARS clause 252.227-7013 Rights in Technical Data-Noncommercial Items (FEB 2014). Any responses marked in a manner that will not permit such review may be returned without being assessed or considered. All submissions (both the LOI and the full response) must include a statement which clearly allows for the information to be disclosed with covered Government support contractors. International Traffic in Arms Regulations (ITAR). If the respondent is a foreign owned, controlled or influenced (FOCI) concern or if a US respondent has a team member or partner who is a foreign entity, adherence to all ITAR regulations is required. Letter of Intent (LOI). Responding parties must submit an unclassified LOI, not to exceed six single-spaced pages in Times New Roman, 12 point font with 1 inch page margins, to Emily Burghardt (Emily.burghardt2@navy.mil) no later than 4:00 PM Eastern Daylight Time (EDT) 24 March 2017. Record of Receipt. Responding parties must submit a record of receipt of the GFI package to Emily Burghardt (Emily.burghardt2@navy.mil) within 2 work days of receipt. Full Response Submissions.
