- The US Forest Service, Chugach National Forest, intends to award a sole source, firm fixed price purchase order, as authorized by the Federal Acquisition Regulation (FAR) Part 13 (13.106-1 (b) (1)), to InterShelter, Inc., 15945 Glacier Highway, Juneau AK 99801. The requirement is for two (2) portable, rigid structures that are windproof; bear proof; rodent proof; fire resistant and able to be deployed and assembled with minimal staff (1 or 2 persons). The structures shall be durable for use through the winter in remote areas. Structures shall also be adaptable to meet needs of remote field crews that include serving as a common area, sleeping quarters and emergency shelter. The structures shall have two (2) doors for emergency escape and windows to allow ambient light and ventilation. Structures shall have a solid floor. The structure shall meet OSHA Safety Regulation 29 CFR 1910.142 for support units in Temporary Labor Camps. 09 March 2017 update -- The domes will be utilized by field crews on the Tongass National Forest, Ketchikan Misty Fjords Ranger District. The nature of access to remote work sites, such structures need to be transportable by boat, ATV, helicopter or pickup truck. Structures would need to be movable by as few as one person and with assembly being achieved by one or two persons in a relatively short period of time (short period of time defined as 2 - 3 hours). The structures shall be easy to assemble, cleanable, and mold resistant with the ability to be stored outside for extended periods while resisting weathering and decay. The InterShelter structures provide an easily adaptable structure comprised on multiple small rigid component pieces that can be transported in a single vehicle or boat, carried by hand to a remote site and assembled without special tools or equipment. The structures have been proven to be windproof to 100+ MPH winds and are bear and rodent proof when properly sealed. The materials will melt prior to combustion allowing adequate time to escape should an uncontrollable fire occur. The design of the structures allows for easy design changes by ordering different panels to meet different needs such as those to allow installation of a heater or appliance. Similarly, damaged component are easily repairable using commercially available repair kits. InterShelter provides a custom fit floor kit and insulation package for winter use. InterShelter's structures have been tested in Alaska in high winds and rain having received approval from the Alaska Department of Labor as being safe and appropriate for commercial use and habitability. Supporting documents and backup material indicate that the Omni Spheres meet OSHA Safety Regulation 29 CFR 1910.142 for support units in Temporary Labor Camps Market research was conducted on-line to find comparable alternatives. Alternatives researched included commercially available yurt kits that met some criteria such as wind and rain protection, but missing others such as portability and resistance to bears and fire. Other alternatives included lightweight structures that met portability needs, but were not adequate to meet environmental and safety needs. The estimated value, of the current requirement, is under $30,000 (including shipping). This is not a request for proposal or quote. No package is available for competitive proposals/quotes. However, companies that feel they can provide an equal product may submit a statement of capability, past performance information, price and delivery time for satisfying this requirement no later than 10 am, Alaska Time, on 17 March 2017.
