- draft SOW NUWCDIVNPT Code 1535, FLEET SENSORS & CABLES ENGINEERING BRANCH Sources Sought # N66604-17-R-1497 Dated 09 March 2017 PURPOSE/DESCRIPTION This Sources Sought is being conducted to identify potential sources that possess the technical capability, facilities/equipment and qualifications to meet the Government's minimum needs for the manufacturing, testing, packaging, and delivery of DT-100 Staves, built to print, in accordance with NAVSEA Drawing No. 53711-8192886-2. The Government will provide drawing packages upon request; however, they are for informational purposes only. In order to receive drawings, Offerors must have an active certification in the DOD Joint Certification Program (JCP). See website http://www.dlis.dla.mil/jcp for further information. MINIMUM REQUIREMENTS •· The contractor shall manufacture, test, inspect, package, and deliver DT-100 Staves built to print in accordance with NAVSEA and NUWC drawings. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential firms capable of providing the products and services described herein prior to determining the method of acquisition and issuance of a Request for Proposal (RFP). The contractor must be able to meet the minimum requirements. The NAICS for this requirement is 334511 with a size standard of 1250 employees. This procurement is a follow-on to purchase order N66604-05-C-1050 which was originally solicited as a small business set-aside, and then solicited on an Unrestricted basis. The incumbent is Ultra Electronics Ocean Systems, Inc. All interested small businesses are encouraged to respond. The results of this Sources Sought will be used to determine the method of soliciting this requirement, i.e., set-aside for Small Business, or soliciting on an Unrestricted basis. After review of the submitted Capability Statement, NUWCDIVNPT will release a Synopsis to Industry regarding the acquisition strategy/decision (i.e., Unrestricted, Small Business Set Aside) prior to release of the final Request for Proposal (RFP). It is anticipated that the RFP will be posted in July 2017. The resulting Contract will use Firm Fixed Price (FFP) provisions. It is requested that interested businesses respond with a brief capabilities statement package (no more than 5 pages in length, single spaced, and 12 point font minimum, (graphical data to support the narrative is encouraged) demonstrating ability to meet the minimum requirements to: Laina Ouellette, Contract Negotiator, via email at laina.ouellette@navy.mil, by Friday 1400 EST 3/31/2017. Questions or comments must be submitted by Tuesday 1400 EST on 3/21/2017. No requests for extensions will be honored. Because these statements will help inform the Government's acquisition strategy, late responses received may not be considered. The Technical Capability Statement must address, at a minimum, the following: Section 1: Introduction. Identify the Sources Sought Number and Title Section 2: Corporate Description. •· Name of Company and address •· Confirmation of Company size status under NAICS Code 334511 •· Ownership, including whether: Small, Small Disadvantaged (SDB), 8(a), Women-Owned, HUBZone, or Service Disabled Veteran-Owned Business •· Two points of contact, including: Name, title, phone, and e-mail address •· CAGE Code and DUNS Number Section 3: Past/Current Performance. Provide one (1) example of prior/current corporate experience providing similar technical capability within the last three (3) years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract value, Government point of contact with current telephone number, and a brief description of how the referenced contract relates to the item described herein. Section 4: Technical Response. Provide a detailed technical response that addresses the Government's minimum requirements; to include: •· Statement regarding contractor's capability to obtain a facility clearance at the CONFIDENTIAL level. •· Statement regarding capability to obtain the required industrial security clearances for personnel. •· Potential Offerors shall describe the manufacturing and test facilities and equipment to which they have access in order to meet the procurement requirements. If the potential offeror does not own its facilities and equipment, the offeror shall provide evidence that it will have a commitment or an arrangement to rent, purchase or otherwise acquire the needed facilities and equipment.
