THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE BRIDGE CONTRACT TO C2G, LTD CO. The 502d Contracting Squadron/JBKCA, Joint Base San Antonio-Randolph (JBSA-Randolph), Texas 78150-4525, announces its intent to award a bridge contract on a sole source basis to C2G, Ltd Co., (C2G) 110 Maglock CT, Goose Creek SC 29445-5446, under the authority of 41 U.S.C. 1901 as implemented by Federal Acquisition Regulation (FAR) Part 13.501(a)(1)(ii). The anticipated period of performance is from 01 Apr 2017 - 31 Oct 2017, however the contract will include FAR Clause 52.217-8, Option to Extend Services. The Government intends to keep the bridge as short as possible; however, use of the extension may be necessary to provide maximum protection against any unforeseen event. The anticipated bridge contract to C2G is to provide Transient Alert (TA) services for the 12th Flying Training Wing Maintenance Squadron (12 FTW/MX) located on JBSA-Randolph. The required services include the following: Provide all personnel, three vehicles, equipment, tools, materials, and supervision necessary to service multiple aircraft transitioning through JBSA-Randolph. Tasks include aircraft arrival and departure prep; coordinating fuel deliveries; servicing lavatories, replenishing potable water, assisting pilots with aircraft egress, providing emergency services to include weather diverts, coordinating responses to in-flight emergencies and providing "follow-me" services to marshal aircraft into parking locations. Transient Alert services have been strategically sourced across the Air Force but the resultant Indefinite Delivery contracts have been delayed. C2G is currently providing TA services for JBSA-Randolph under an extension to contract FA3089-11-P-0281. However, the extension will soon expire, leaving insufficient time to solicit sources without potentially disrupting mission critical services, particularly considering a 30-day phase-in necessary to obtain clearances, acquire base/flight line access, and complete mandatory training. As the incumbent, C2G is postured to continue uninterrupted support to the 12 FTW/MX mission. Accordingly, C2G is the only firm capable of meeting the requirement without a potential gap in critical services. Finally, upon completion of the bridge and release of the Air Force contracts, the Government will issue competitive Task Order Proposals to the awardees of the Indefinite Delivery contracts. This notice of intent is not a request for competitive proposals or quotes and no solicitation is available. Any interested responsible party that believes it is equally or otherwise uniquely capable of meeting the requirements described herein may submit a proposal (to include contact information, size status under NAICS 488190, DUNS Number, and CAGE Code). Supporting evidence must be furnished in sufficient detail to demonstrate the ability to fulfill this requirement, must clearly demonstrate that competition would be advantageous to the Government and would not create a break in service or degradation of performance quality. All responses must be provided in writing to the Contracting Officer, Vivian Fisher e-mail: vivian.fisher@us.af.mil, with a copy to the Contract Specialist, Leketa Cunningham, e-mail: Leketa.cunningham@us.af.mil not later than 4:00 PM Central on 17 Mar 2017. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government and the Government will not be responsible for any costs incurred by responding to this notice.
