- Description
- The Huntington District Corps of Engineers intends to procure up to two Indefinite Delivery, Indefinite Quantity contracts for Fabrication and Rehabilitation for the Huntington District Structural Operating Equipment. The fabrication required under this contract may include, but is not limited to welding members together, fabricating items in accordance with drawings and specifications, cutting and drilling rubber seals, bolting members together, sandblasting and painting. The rehabilitation may include, but is not limited to welding structural cracks and defects, replacing bushings, machining shafts and bushings, installing sleeves on shafts, sandblasting to white metal, painting, replacing bolts on rubber seals. The contractor's facility shall be within 300 miles of the Huntington District office in Huntington, WV. The contract period(s) will be for a one year base period with up to four additional one year option periods. The contract will be a Firm Fixed Price contract for an amount not-to-exceed $4,000,000.00 for each contract awarded and for a total capacity of $8,000,000.00. The contract(s) will be awarded to the offeror(s) whose proposal conforms to the solicitation and is within a technical/price competitive range, if established, as determined by the Contracting Officer and has been evaluated as the most advantageous to the Government, all factors considered. All responsive proposals will be evaluated utilizing the following factors (in descending order of importance): (A) Resources (includes sub factors i. Capacity and Capability, ii.Quality Control, and iii. Equipment), (B) Experience, (C) Past Performance and (D) Price. All non-price factors are significantly more important than price. This procurement is 100% set-aside for Small Business concerns. The NAICS code for this procurement is 332312, which has a size standard of 500 employees. Per FAR 52.219-14, the small business concern will be required to perform at least 50% of the cost of the contract, not including the cost of materials, with its own employees.
