Description
THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. Introduction: The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute, (NHGRI), intends to negotiate and award a purchase order on a non-competitive sole source basis to Data-in-Motion, LLC., 10 West Broadway, Suite 700, Salt Lake City, UT 84101 to provide the following: This is a Follow-On Requirement Procurement: 1. Annual Sampleminded Laboratory Development Subscription, 12-Months Upon Award; and 2. Engineering Services for Laboratory Development Subscription, 291 Hours. Background: The National Institute of Health (NIH) mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability. The National Human Genome Research Institute (NHGRI) mission has expanded to encompass a broad range of studies aimed at understanding the structure and function of the human genome and its role in health and disease. NHGRI supports the development of resources and technology that will accelerate genome research and its application to human health. The NIH Intramural Sequencing Center (NISC) is a high-throughput sequencing center supporting all institutes within the NIH. NISC has served the NIH community for over 15 years as a source for high-quality large-scale sequencing and analysis. Last year NISC received over 6000 samples from 14 institutes. These samples were processed using over a dozen different protocols. It is vital that NISC have sophisticated and robust tools for tracking samples throughout the many stages of sequencing. Purpose and Objectives: A critical part of our sample data management and flow control is a detailed and highly customized Laboratory Management System (LIMS). The LIMS currently in use at NISC is on an aging platform that relies on at least one component that is no longer supported. NISC is currently transitioning from the existing LIMS to a new and improved version by Data in Motion/Sampleminded that is compatible with our operations as an established DNA sequencing center and will be easily modified by our expert programming staff to allow us to keep pace with the rapidly changing demands of the evolving laboratory techniques. NISC programmers will need some assistance with the transition from the staff at Data in Motion/Sampleminded, who are familiar with our current system. NISC is currently transitioning from the existing LIMS to a new and improved version by Data in Motion/Sampleminded. NISC staff performs much of the ongoing software development, however, experienced Data in Motion staff plays a crucial role by providing advice of immeasurable value in the overall design of and transition to the new system. Data in Motion years of experience in setting up similar systems with many labs has given them many insights to practical approaches and pitfalls to avoid. The new Data in Motion/Sampleminded LIMS is provided by subscription service. Data in Motion provides subscription services for the use of the Sampleminded LIS (as well as continuous access to the software for in-house development and other subscription benefits). NISC's first one year term is coming to an end, and NISC is renewing the existing subscription services for another year. Data in Motion is the sole provider of subscription services for the use of the Sampleminded LIS (as well as continuous access to the software for in-house development and other subscription benefits), and also has the only uniquely qualified staff of people who can provide the level of guidance and software development programming needed to transition to the new LIMS system and familiar with NHGRI Systems. Anticipated Period of Performance: March 30, 2017 to March 29, 2018 Other Considerations: Contractor Requirements: Annual per-installation subscription to include the right to use the Sampleminded LIS and the right to develop via access to all supported versions in both binary and source form. The subscription also includes continuous access to Sampleminded software as it is created, tested, and certified by Data in Motion LLC. Subscription benefits include: • Software • Upgrades • Updates • Technical Support • Security Fixes • Knowledgebase • One Development Server hosted and maintained in the Sampleminded Cloud Base data center Government Responsibilities: • Prepare and manage their on-premises environments, including all hardware and software necessary for LIMS function; and • Train end users in the use of the LIMS platform. Inspection and Acceptance Requirements: • NISC Bioinformatics team will work with contractor to assure that the LIMS will be adequate for NISC's needs within the boundaries of NIH computer security policies. Regulatory Authority: This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source and is not expected to exceed the simplified acquisition threshold, only one responsible source and no other supplies or services will satisfy agency requirements. Statutory Authority: This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Closing Statement: Industry Classification (NAICS) Code is 541511-Custom Computer Programming Services small business size standards is $27.5M. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-94, 2005-95 January 19, 2017. This requirement is under the Simplified Acquisition Threshold (SAT) of $150,000.00. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by March 16, 2017 and must reference synopsis number HHS-NIH-NHLBI-CSB-(HG)-2017-090-DM, may be submitted to the National, Heart, Lung and Blood Institute, Office of Acquisition, COAC Services Branch, 6701 Rockledge Drive, Suite 6149, Bethesda, Maryland 20892-7902, Attention: Dorothy Maxwell.
