Description
SPECIAL NOTICE - INTENT TO AWARD ON A SOLE SOURCE BASIS The Army Contracting Command (ACC), Aberdeen Proving Ground (APG), Research Triangle Park (RTP), Contracting Division (CD) intends to enter into a contract with Mesh Dynamics, Inc., pursuant to FAR Part 6.302-1, Only One Responsible Source. The Government has a requirement to support Develop and integrate a secure voice and data capability that mirrors the general population using existing infrastructure (Radio Frequency (RF) communications, cellular infrastructure, SATCOM, etc.) as a transport medium and implement biometric-based persistent identification for Blue Force Tracking (BFT). The goal of this effort is to develop and integrate a secure voice and data capability that mirrors the general population using existing infrastructure (RF communications, cellular infrastructure, SATCOM, etc.) as a transport medium. This system will be deployed in support of nuclear security operations and requires the communications capability to be secure, robust, and scalable. The solution will include End-To-End encryption (National Security Agency compliant), Dynamic Group Keying (encryption keying on demand), decentralized certificate authority implementation, and a biometric-based persistent identification for Blue Force Tracking (BFT). The resulting capability will provide tactical response forces the ability to operate on existing infrastructure, when available, "look" like the general population using the infrastructure, provide positive identification of tactical response personnel, and enable non-satellite BFT. Interested parties must submit a capability statement for the purpose of determining whether to initiate a competitive procurement. This notice of intent is not a Request for Proposals, nor does it represent a commitment by government to pay for any costs incurred by the preparation and submission of data or any other costs incurred in response to this notification. No solicitation document is available. The associated North American Industry Classification System code for this procurement is 517919 (All Other Telecommunications). All responsible sources may respond by submitting a written narrative statement of capability within 15 days of date of notice by COB (4:30 PM EST) March 24, 2017, to Lisa Gregory, Contracting Officer and Megan Francis, Contract Specialist, at the email address listed below for consideration by the agency. Responses shall also include itemized pricing that is sufficient to make a determination that competition is feasible. Failure to provide the required information to enable the Government to make a determination may render the response unacceptable. The Government is not using the policies contained in Part 12, Acquisition of Commercial Items; however, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 5 days of this notice. The Government reserves the right to process this procurement as an Only One Responsible Source, pursuant to FAR Part 6.302-1, based on the responses received.
