- Sources Sought: THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATION ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR QUOTE OR AN ANNOUNCEMENT OF A SOLICITATION. This sources sought request for information is for the purpose of conducting market research to provide data for planning purposes. This sources sought synopsis announcement does not constitute a formal solicitation and is not a request for proposal, request for quote, invitation for bid, does not obligate the government to award a contract, issue a solicitation, reimburse respondents for any proposal preparation and/or submittal costs, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The Government will not pay for any materials provided in response to this notice and submittals will not be returned to the sender. Services to be performed: The Mission and Installation Contracting Command Center -Fort Bragg, NC has a requirement from the Army Community Service (ACS) Fort Bragg, North Carolina. The New Parent Support Program (NPSP) is an on-going mission requirement to provide support services that supplement Soldier readiness and the well-being of the Army Family. The goal of this program is to invoke a strategy for delivering services to promote better parent, couples, and family functioning for military beneficiaries and community. The program will significantly help promote and provide support to families of children, from pregnancy to 36 months of age. In Accordance With (IAW) Army Regulation (AR) 608-18, NPSP is also required to provide a wide variety of family outreach and awareness services to the military population during the duty day in addition to after hours and weekend events. Strategic planning for provision of these supports/services to Service members and Family members will ensure that a comprehensive, evidenced based, effective, and coordinated assistance delivery system is in place and congruent with military operations. This program service makes a significant contribution to the readiness of the force and well-being of Service Members and their significant others by helping them to become more informed, better functioning and self-sufficient. This program reinforces the Army's commitment to eliminate incidents of child maltreatment and/or domestic (couples) violence through a more comprehensive program that focuses on education, prevention, integrated support, rapid reporting, thorough investigation, appropriate action, and follow-up for those abused and the abuser; especially in the prevention of incidents through mentorship and training for parents and couples. The program also partners with a wide array of parent, couples and youth - serving community agencies, including County Social Services, Partnership for Children, Child Advocacy Center, and Departments of Mental Health. NPSP supports these agencies by participating in Professional Advisory Committees, Family Violence Coalitions, Community Task Forces and Community Child Protection Teams. Feedback, questions, and comments regarding the attached responsibilities are welcomed. Interested firms are invited to submit a Statement of Capability (SOC). Responses to this notice will assist the government in identifying potential sources and determining if a set-aside of the solicitation is appropriate. Firms responding to this announcement should include company name, cage code, point of contact, address, phone number, small business size, and indicate whether they are small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned small business, HUB Zone small business, small disadvantaged business, or women-owned small business. For the purposes of being considered a small business, the following applies: NAICS- 611710, Educational Support Services Size Standard- $11.0M. The Government reserves the right to set-aside any subsequent acquisition based upon known sources and/or responses to this sources sought. Responses are requested no later than 20 March 2017 at 1700 hrs and questions need to be submitted no later than 15 March 2017 at 1700 hrs.
