- This is a notice of intent to award a sole-source purchase order for commercial services and is not a request for competitive quotes. The statutory authority for this sole-source procurement is FAR 13.106-1(b)(1)(i). Subpart 13.5 is not applicable. The U.S. Environmental Protection Agency (EPA), Region 4 Office located at 61 Forsyth Street SW, Atlanta, Georgia 30303, intends to award a Sole Source, Firm Fixed Price, Purchase Order to Thermo Electron North America LLC, 1400 Northpoint Pkwy Ste 50, West Palm Beach, FL 33407-1976. The EPA Region 4 Scientific and Ecosystem Support Division (SESD) has a requirement to provide annual maintenance and repair services for Unity essential support plan chrom IC on laboratory equipment currently owned and operated by the Government. The instrumentation, as listed in this special notice, is no longer supported under the manufacturer ¿s original warranty. Over 50% of the laboratory equipment listed in this notice has exceeded its intended life expectancy, and is no longer manufactured for retail sale. An existing contract to provide maintenance and repair services for the listed equipment will expire within the next 23 calendar days. Thermo Electron is the incumbent contractor. It is the Government belief that the manufacture does not certify third party technical service providers for this instrumentation, thus Thermo Electron is the only technically qualified vendor available to provide maintenance and repair services for the antiquated and obsolete laboratory equipment. It is further believed by the Government that Thermo Electron is the only source available for software upgrades, repair parts, and component listings for the referenced instrumentation. The U.S. EPA intends to purchase an annual maintenance and service plan from Thermo Electron for the following instrumentation: ManufacturerModelQuantity Thermo ElectronSingle Pump, Analytical Isocratic1 each Thermo ElectronDetector Compartment with Dual Temperatu 1 each Thermo ElectronAS Auto-sampler1 each The Government is not requesting a competitive quoted price or cost proposal, thus serial numbers are not made available for response to this notice. Interested parties may respond to this notice with prospective capability to meet this requirement. Submission of any information in response to this notice is purely voluntary. The government assumes no financial responsibility for any costs incurred in the preparation and submission of a response to this notice. Feedback or written evaluations are not provided to interested parties regarding their submissions. A determination to compete or not compete this requirement, based upon any information provided in response to this notice, is solely within the discretion of the Government.
