Description
This is a REQUEST FOR QUOTATIONS to construct, as the basic requirement (base bid item), a foundation for erecting a Nucor Building Systems metal pole building sized 120'L x 40'D x 18'H, with a wash-rack bay concrete slab floor and stem walls, with a 6' high Concrete Masonry Unit (CMU) wall. There are four option items for additional work which the Government may select one or more at time of award, or after award, should funds become available. OPTION ONE is to install a concrete curb and gutter at the Olympic National Park Natural Resource Management parking lot. OPTION TWO is for a contractor to install a concrete Valley Gutter outside of the wash-rack bay. OPTION THREE is to install an ADA accessible curb-cut sidewalk at the north side of the Headquarters Building. OPTION FOUR is to install 8 each, 6" diameter schedule 40, concrete filled pipe bollards at the columns on the front of the metal pole building. Exact locations still to be determined. Olympic National Park purchased the metal pole building from Nucor Building Systems as a kit in 2016, which has been inventoried and will be transferred to the contractor as Government Furnished Property after award. Substitute the words "quote" and "Quoter" for "offer" and "Offeror" where they appear on this form and in the associated attachments. The acceptance of a quote by NPS will not establish a binding contract. All work will be performed under a single contract. PAPER COPIES OF THE SOLICITATION WILL NOT BE ISSUED AND TELEPHONE REQUESTS, EMAIL REQUESTS, OR FAX REQUESTS FOR THE SOLICITATION WILL NOT BE ACCEPTED. To receive the solicitation package (standard form and all associated attachments), click the link below for the solicitation and any amendment(s) where you'll be redirected to FedConnect at https://www.fedconnect.net. Accessing the solicitation form and attachments does not require registration in FedConnect. Once at the FedConnect home page, click on "Search Public Opportunities Only." Next screen, select "Reference Number" from drop-down menu and type in solicitation number as P17PS00744, and click "search." Next screen will show the solicitation title as "Erect Metal Pole Bldg & Concrete Work, OLYM." Click the title to open the overview page, where on the right-side are all of the attachments including the Standard Form 1442. SITE VISIT. An organized site visit is scheduled for Wednesday, March 29, 2017 at 1pm (PST). Interested contractors shall meet in the parking lot of the Olympic National Park Administration Building located at 600 East Park Avenue, Port Angeles, WA 98362. The actual project is a short walk from the Admin building. Plan at least 30 minutes to one hour on-site. Attendance at the site visit is encouraged, but not mandatory. Refer to Section L.2 of Attachment 3, Terms and Conditions, for full site visit details and instructions. PROJECT PERIOD OF PERFORMANCE. The Contractor shall be required to commence work under this contract within 1-3 calendar days after the date the Contractor receives the notice to proceed and complete the entire work ready for use not later than 30 calendar days. The Government anticipates on-site work to start either the week of April 24th or the week of May 1st. Completion date is May 31, 2017. Some weekend work may be permitted during the project, as agreed by the COR and CO. No weekend work will be permitted Memorial Day Weekend (Saturday, May 27th through Monday, May 29th). Government expects to be able to make ward within 3 to 5 days upon solicitation closing, such that the Notice to Proceed letter can be issued as soon as contractor ¿s safety plan is approved by the COR, and the contractor has obtained/submitted the necessary payment bond (contractor shall plan to obtain the payment bond and submit the safety plan as soon as possible upon receiving the Notice of Award letter). Pre-Construction meeting may need to occur on first day of the on-site work to kick off the project (if that occurs, the Notice to Proceed letter will be issued that same day, sent by email). The actual on-site start date will be agreed by the parties after award. The performance period of 30 days with a completion date of May 31, 2017 is NOT negotiable. By submitting a quote, contractor is hereby agreeing to be able to mobilize and complete the work by May 31, 2017. OTHER INFO. All work will be performed under a single contract. In the event that competitive quotes are not received for this solicitation, an offeror may be required to submit cost and pricing data or information other than cost and pricing data. This project is being solicited and awarded as a total (100%) Small Business Set-Aside in accordance with Federal Acquisition Regulation (FAR) Subpart 19.502-2. The NAICS code is 236220, Commercial and Institutional Building Construction, with an associate small business size standard of $36.5 million. In accordance with Federal Acquisition Regulation (FAR) Subpart 36.204, the magnitude of construction for this project is between $100,000 and $2500,000. This magnitude is set by law. Quoters are advised that the Government's estimated magnitude is between $75,000 and $150,000 that includes the base bid item and all option items. It is the responsibility of the offerors to monitor the FBO and FedConnect websites to download all amendments and attachments which may also be issued against the solicitation prior to the solicitation's closing date.
