- TITLE: Commercial Cloud Services Student Information System (SIS) and Learning Management System (LMS) Department of the Air Force, Air Education and Training Command (AETC), 42d Contracting Squadron, Maxwell AFB, AL 36112 will issue a solicitation as soon as possible and not later than March 15, 2017 for Commercial Government Cloud Services. Commercial Government Cloud services are required to support the operational deployment of Air University's Student Information System (SIS) and Learning Management System (LMS). The Commercial Government Cloud is required for enabling the cloud-based SIS/LMS while supporting Federal Risk and Authorization Management Program (FedRAMP) Level 4 and DoD Authority to Operate (ATO) security control requirements. This contracting effort is required to support and execute Air University's educational mission. This is for non-personal services. This requirement will be solicited as full and open competition in accordance with (IAW) FAR 6.101(b). The proposed solicitation will be assigned the North American Industry Classification System (NAICS) Code 518210 (Data Processing, Hosting, and Related Services), with a size standard of $32,500,000.00. A Firm-fixed-price (FFP) contract is contemplated. This will be a competitive acquisition utilizing FAR 13.5, Simplified Procedures for Certain Commercial Items. Technical and past performance information will be evaluated for acceptability. Award will be made to the lowest priced offer that have acceptable technical and past performance ratings The Government intends to evaluate offers and award this contract without discussions. Therefore, the offeror's initial quote should contain the offeror's best terms from a price standpoint. The offeror's quote shall consist of three (3) separate parts; Part I - Price, Part II - Technical, and Part III - Past Performance Information. The solicitation is projected to be issued on Federal Business Opportunities (FedBizOpps), https://www.fbo.gov. No paper copies of the solicitation, specifications, plans or bidders mailing list will be issued from this office. Telephone requests will not be accepted.
