The Department of Veterans Affairs, VISN 08, North Florida/South Georgia Veterans Healthcare System (NF/SGVHCS) is looking for certified, Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB) and Small business sources for the following: Nurse Case Management and Medical Support Assistant Services: Contractor shall be responsible for providing 8.5 full-time equivalents (FTE) Nurse Case Managers and 25 Medical Support Assistants. This is not a request for competitive proposals. This notice is for Market Research purposes only. However, any firm that believes it can meet these requirements, please provide written notification to the Contracting Officer within ten (10) days from the date of the publication of this notice. SDVOSB s or VOSB s must be certified and verified in the U.S. Department of Veteran Affairs, Office of Small & Disadvantaged Business Utilization, Vendor Information Pages web site located at https://www.vip.vetbiz.gov/. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Only responses from authorized representatives of the firm will be considered. Adequate knowledge, skills, and abilities in processing various types of consults and referrals in support of eligible beneficiaries of the NF/SGVHCS are required. Responses are due by March 20, 2017 at 4:30 PM, Eastern Standard Time (EST). The North America Industry Classification System (NAICS) Code is 621399. Business Size Standard is 7.5 million dollars. Scope: The effort shall be performed at the following three (3) locations: Sun Center West Suites 104 and 106 235 South Main Street Gainesville, FL 32601 Commerce Building 300 East University Avenue Gainesville, FL 32601 VA Compensation and Pension Clinic 5415 SW 64th Street Gainesville, FL 32608 Specific Tasks: The services provided by the contractor, include, but are not limited to the following: Nurse Case Managers - Processing CPRS consults, Veteran eligibility determinations, various types of Choice consults, and Health Net returned authorizations and notifications. Nurse Case Managers shall be responsible for coordinating with Veterans, Health Net Staff, VA and Non-VA Clinicians and their office staff to schedule appointments for Non-VA referrals for Veterans to receive Non-VA inpatient and outpatient medical, surgical and psychiatric care. Medical Support Assistants - Logging Veteran information and other data into Fee Basis Data Management System (FBDMS) and Fee Basis Claims System (FBCS), creating eligibility forms and notes in CPRS for the Choice program and Provider Agreements; collecting necessary documentation using Release of Information (ROI) applications and scanning medical documents. Medical Support Assistants shall work closely with nursing staff to accomplish assigned duties. Services provided under the resultant contract shall be subject to Quality Management measures, such as timely completion of consults, eligibility accuracy for Nurse Case Managers, and timely processing of documentation for Medical Support Assistants. Contractor shall have a quality control plan reflecting the contractor s plan for meeting contract requirements and performance standards. Conflicts of Interest: Contractor has reviewed applicable Federal, State or local conflict of interest laws to assure that conflict of interest situations do not inadvertently arise during this contract. Confidentiality: Contractor agrees to abide by all applicable federal laws and regulations pertaining to the privacy of patients and or VA employees, including all Health Insurance Portability and Accountability Act (HIPAA) of 1996/Information Security regulations as they are implemented within the VA, during the period of this contract. The contractor also agrees to abide by the confidentiality requirements of the protocols.
